Under the general direction of the Housing Manager, the Accounting Supervisor will oversee and coordinate the daily accounting operations of the department. Responsible for planning, organizing, and managing the grant function in Financial Services. Provides strategic day to day leadership in the grant accounting area to include grants management, procurement, account reconciliations and fiscal monitoring. The incumbent will oversee and maintain grant revenues and expenditures, implement revenue controls, and ensure timeliness and accuracy of grant reimbursement requests and financial reports.

Carries out supervisory responsibilities in accordance with the City’s policies and applicable laws. Responsibilities include planning, assigning, and directing work, addressing complaints and resolving problems.

Responsibilities and Reporting During an Emergency Situation:

Essential Employees may be required to work during a declared emergency. Depending on the nature of the emergency, this may require working around the clock for several days on short notice.

Non- Essential Employees will not be required to work during a declared emergency. The employee’s Department Head will determine when the employee will be required to work.

Duties/Responsibilities

  • Assist in preparation of annual budgets; determine needs/costs and maximization of department resources.
  • Responsible for reconciliation and reporting of federal, state, and local grant programs, including, Community Development Block Grants (CDBG), State Housing Initiative Partnership (SHIP), and Affordable Housing Trust Fund (AHTF).
  • Responsible for report and statement preparation detailing the financial stats of federal, state and local grant funds.
  • Responsible for the monitoring and approving the financial process and reporting of the department.
  • Ensure compliance with applicable policies and procedures of grants.
  • Provide external auditors with information pertaining to grant programs.
  • Assist in the preparation of federal, state and local grant plans and reports.
  • Prepare and review monthly journal entries.
  • Review and approve all monthly draws.
  • Review grant funds and accounts for accuracy and security of accounting information.
  • Review and approve monthly schedules, reports and journal entries prepared by staff
  • This position requires regular and reliable attendance and the employee’s physical presence at the workplace.
  • Performs other duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of city, federal and state laws, rules and regulations governing accounting and finance practices.
  • Knowledge of governmental auditing, finance and accounting methods, practices and procedures.
  • Proficient in the use of word processing, spreadsheet, database, and presentation software.
  • Skilled to speak clearly and persuasively in positive or negative situations.
  • Skilled to communicate effectively in oral and written form.
  • Ability to establish and maintain effective working relationships.
  • Ability to operate necessary equipment, including personal computer, calculator, printer, copier, facsimile, and other standard office equipment

Minimum Requirements

  • Associate degree from an accredited college or university in Accounting or related field, and three years’ experience in customer service and or grant accounting or related work. Experience can be substituted for a degree on a year-for-year basis.

  • Works in an office environment and sits for long periods of time.
  • Contact with internal and external customers, outside agencies and the general public.
  • May be required to work hours other than the regular schedule including nights, weekends, and holidays.
