Division Overview:
The Finance and Budget Division is responsible for the agency’s budget, financial and accounting services for the programs.
Position Overview:The Finance and Budget Division is seeking a highly motivated and detail-oriented individual for a full-time position of Accounting Technician III. Under the supervision of the Accounts Payable and Payroll Supervisor the Accounting Technician III performs a variety of technical processes related to accounts payable and receivable activities for the Los Angeles County Development Authority.
Essential Job Duties
Accounts receivable duties:
- Reviewing, preparing and processing cash receipts
- Counting, verifying, and reconciling check payments
- Scanning using the remote deposit system and verifying bank deposits.
- Regular attendance is an essential job function.
Accounts payable duties:
- Reviewing, auditing, and processing invoices.
- Process weekly check runs including preparing the required documents to process the ACH direct deposit payments, print checks, and mail them in a timely manner.
- Prepare weekly check register and distribute to divisional staff.
- Maintain Accounts Receivable, Accounts Payable and other assigned financial records in Laserfiche.
- Monitor and reconcile purchasing card transactions.
- Respond to vendor questions and reconcile vendor billing statements.
- Regular attendance is an essential job function.
Additional duties:
- Maintains a variety of ledgers, registers, and journals according to established policies and procedures; reconciles transactions and data as directed; records changes and resolves differences; maintains the accuracy of accounting and financial records.
- Tracks and monitors changes and problems in the financial reporting system and informs accounting staff of system status; serves as liaison with other departments to resolve system problems.
- Audits, verifies, codes, and batches accounts payable transactions; processes claim vouchers and purchase order requisitions; researches and resolves discrepancies and unauthorized payment requests and purchases; confers with vendors and departments as necessary; reconciles and updates vendor accounts with payments and balances.
Qualifications
- Associate degree from an accredited college with major course work in accounting, business practices or related field.
- Two (2) years years of relevant experience performing clerical accounting duties in the areas of accounts receivable or payable.
Knowledge of:
- Theories, principles, and practices of governmental accounting, financial recordkeeping and reporting, auditing, budgeting, information systems, and project accounting
- Applicable local, state, and federal laws, rules and regulations, governing financial reporting of a public agency and governmental accounting
- Recordkeeping principles and procedures.
- Computer programs and financial software such as MS Outlook, Excel, Acrobat, and PeopleSoft Financials
Skills in:
- Determining strategies to achieve goals

- Exercising sound judgment and creativity in making decisions
- Communicating effectively orally and in writing

Salary compensation is dependent on qualifications (experience, education, knowledge, skills, and abilities). Initial salary placement is generally made between the start and mid-point of the posted range. New hires are not eligible to start at the maximum of the posted range.

In addition to the above, the LACDA’s Flexible Benefits Plan is authorized under Section 125 of the Internal Revenue Code, and permits employees to use pre-tax dollars to pay for their portion of the cost of benefits under the Plan through “Salary Redirection” arrangements.
As part of this plan the LACDA will contribute $1000.00 per month, effective on the first (1st) of the month following the completion of one (1) full month of compensated service.
Changes to CalPERS:
The LACDA is a participant of the California Public Employees Retirement System (CalPERS). Effective January 1, 2013, an employee who is hired by the LACDA and who is enrolled in CalPERS for the first time, is not eligible for CalPERS reciprocity OR has a break in service greater than 6 months (aka “New Member”), shall be enrolled in the CalPERS benefit formula of 2% at 62 and pay the 7.5% member contribution.
An employee who is hired by the LACDA from another CalPERS agency, or an agency with CalPERS reciprocity, or with a break in service of 6 months or less (aka “Classic Member”) shall receive the CalPERS benefit formula of 2% at 60 and pay 2.5% of the 7% member contribution. It’s important to note that if a member has a break in service of more than six months but returns to service with the same employer, the member would be considered a “Classic Member.”
*Traffic Court Specialist (TCS) employees receive one additional holidays.
