Major Duties and Responsibilities
In this position, you will be part of the team responsible for state and federal reporting and performance evaluation of several workforce grants which provide career services and training to job seekers, dislocated workers, and youths. These programs are administered by local area workforce boards and County Job and Family Services lead agencies, but you regularly and as needed, will be called upon to provide data reports, insights, and expertise.
You are also responsible for submitting program data to the US Department of Labor (USDOL) and other applicable federal agencies. These data will be extracted from Ohio’s Case Management System, cleaned, and matched on state data systems on a quarterly and annual basis. Additionally, you will create reports for the local area workforce leads, ODJFS leadership, and workforce stakeholders. With these deliverables also comes an evaluation of program outcomes, which generally include employment and earning outcomes and credential attainment. You will also be responsible for predictive modeling used in forecasting state and local performance outcomes.
Overall, you will provide internal stakeholders and leadership with programmatic data reports, analyses, and executive summaries. You will be called upon for data driven operational and policy recommendation as well as performance and reporting-related program knowledge.
Under direction, independently conducts research and studies concerning variety of agency specific issues and provides consultation to other Office of Workforce Development (OWD) staff: consults on the development and maintenance of data collection, reporting systems, and client-tracking functions related to workforce investment programs; serves as a subject matter expert and provides technical assistance to OWD staff and workforce development partners regarding workforce investment accountability measurement systems; develops evaluation approaches and study designs, assesses program operations and performance, and conducts comparative analysis and trend analysis in order to provide feedback to decision makers and for policy development recommendations; provides consultation services to OWD staff, workforce development partners, and contractors on evaluative and/or survey research; designs, develops, and publishes analytical reports on a quarterly and/or annual basis in accordance with federal regulations and mandates; utilizes existing agency databases and creates specialized reports and background papers (e.g., statistical and narrative); researches federal and state laws, regulations, policies, and directives related to performance and reporting systems; assists in formulating and implementing statewide data collection instruments; conducts specialized database queries to extract data from systems; analyzes state and local area databases for integrity, accuracy, and completeness; assists in developing methodologies and creating specialized databases.
Conducts reviews of literature on related issues; develops and issues Requests for Proposals, as needed, to secure contractor services for program evaluations and research studies; develops budgets and specifications for research activities; negotiates personal service contracts for program research.
Performs other related duties (e.g., attends seminars; operates personal computer to store, calculate, retrieve, and produce reports and other documents; participates in staff meetings; travels to attend training; maintains logs, records, and files).
Qualifications

To meet the minimum qualification for this position you have (3) options:
Option #1
Completion of graduate core coursework in social science or public administration with at least (6) courses in advanced statistics & statistical analysis & research theory, design & methodology AND (18) months experience in research AND/OR social science policy analysis using advanced statistics & statistical analysis & research theory, design & methodology AND (12) months training OR (12) months experience in use of computer hardware, software used for spreadsheets, statistical analysis & graphics presentation & work processing.
Option #2
(6) months experience as Social Sciences Research Analyst, 65261.
Option #3
Equivalent of Minimum Class Qualifications for Employment noted above.
