MINIMUM QUALIFICATIONS:
Bachelor’s degree in business or public administration, accounting, finance or a related field; two years of accounting experience (three years preferred); experience in providing professional-level administrative, analytical and/or operational support in the assigned area of responsibility; or an equivalent combination of training and experience. Experience in local government or social services preferred. Knowledge of accounting principles and practices as well as general office practices and procedures. Working knowledge of annual budget; financial/ fiscal analysis and reporting; grant monitoring and administration; administration of contractual agreements; development and evaluation of administrative/management systems, functions, policy, and procedures; and/or major program evaluation and planning. Ability to analyze organizational and administrative issues and recommend and implement an effective course of action; to conduct analytical studies and prepare analytical reports; to communicate effectively orally and in writing. Excellent computer skills utilizing Microsoft Excel and other software packages are required. Excellent organizational and time management skills to manage multiple tasks and meet deadlines. Excellent interpersonal, communication and critical thinking skills and ability to work as part of a team. Maintain effective working relationships with internal and external customers. Demonstrated skill in handling fast paced and often competing pressures on one’s time. Confidentiality and tact are required. Current valid driver’s license and good driving record required. Based on the Virginia DMV point system, record must not reflect a total of six or more demerit points within the twenty-four months preceding the anticipated hire date, or one major violation of six demerit points within the preceding thirty-six months. Out of state driving records must be obtained by applicant and presented at time of interview. Records must reflect at least three years of history and be dated within thirty days of interview date.Pre-employment drug testing, FBI criminal background check and education/degree verification required.

DUTIES:
Under general supervision, performs work of moderate difficulty in professional-level administrative, technical, and analytical duties in support of the department or assigned program(s); performs related work as required. Assist in preparing and developing the agency’s annual budget, which consists of verifying annual salaries, calculating fringe benefits, projecting operating needs, benefit programs and purchased services, staying within Federal, State and Local allocations and General Fund target amount. Responsible for reviewing in detail the state preliminary guidance memorandum for any budget changes and program plan submission changes to ensure state allocations are received. Review of Virginia Department of Social Services (VDSS) final allocations memorandum to ensure appropriate allocations are received for 30+ budget lines. Coordinates with program leads and facilitates state program applications timely including yearly program budget requests for state allocations, report mid-year and year end program expenditures. Assists in monitoring budget details of state allocations, determine spending patterns and projects program balances. Assist in monitoring expenditures, so not exceed appropriations and within the local target. Keep Department leadership informed of budget status and works in partnership to develop alternative solutions to potential budget issues and needs assessments. When need is identified, requests additional state and local funds for non-mandated and mandated budget line amounts when funds are insufficient. Budget requests are submitted to the state with justification for use of funds along with verifying that local match amounts are available. Processes state and county reports to ensure reimbursement is received. Reports revenue to Accounting for Chesterfield and Colonial Heights. Reconciles and certifies expenditures. Reconcile Catalog of Federal Domestic Assistance (CFDA) to federal revenue received and posted to the general ledger. Prepare and present monthly administrative expenditure and quarterly expenditure reports, other financial reports to the Board of Social Services. Assists in calculation of the applicable administrative rate to be paid by City of Colonial Heights using census data and caseload information. Assist in the coordination of internal and external audit reviews of Social Services programs and fiscal operations; assists in ensuring fiscal integrity. Assist in reviewing audit reports for programs and in preparing single audit questionnaire to the County. Serves on Agency Council for Performance Excellence (CPE). Represents the Department at State meetings as appropriate. Perform other work within the county, department, division, or team as required.
