ADMINISTRATIVE ANALYST II

ACCESS (Legal Self-Help) Center

(Class Code 372C)

One-year appointment only.

The Superior Court of California, County of San Francisco, invites applications from qualified individuals interested in a one year, temporary position providing support to the ACCESS (legal self-help) Center to assist self-represented litigants involved in matters before the Community Assistance, Recovery & Empowerment (CARE) Court. Performs a variety of administrative coordination and oversight work at the ACCESS Center; performs research and analytical assignments and special studies related to self-help operations and functions, and self-help services; prepares comprehensive materials and, if needed, reports and presentations on a variety of issues; and performs other job-related duties as required. This position reports to the Director, ACCESS Center.

This selection process is being conducted in accordance with San Francisco Superior Court Personnel Rule 4. An eligibility list will not be established.

COMPENSATION: $3,258.79 to $3,959.68 biweekly ($84,729 to $102,952 annually)

POSITION OVERVIEW

This position will be assigned to the ACCESS (legal self-help) Center to work with self-represented litigants seeking information, referrals and assistance related to filing a Petition to initiate an action in CARE Court. The position will participate and assist with start-up duties specific to this new court as well as ongoing duties to support the ACCESS Center related to dissemination of self-help CARE Court information, referrals and assistance to self-represented litigants. Serves as liaison between the ACCESS Center and other Court divisions, government agencies, legal services, and community-based organizations. Develops materials and provides training to ACCESS staff on CARE Court protocols, eligibility, forms completions, and referrals, and other training related to CARE Court. Researches, analyzes and reviews impacts of changes in the law related to the CARE Court and self-help policies, processes, and procedures.

Performs administrative and analytical assignments including strategic planning, budget development, program and performance analyses, and special projects; collects information on special issues, preparing analysis of data and developing reports as assigned; organizes information for formal presentations and makes presentations as directed; performs cost analyses to plan for future expenditures; assists with a variety of special projects as assigned.

Typical Working Conditions:Work is performed in an office environment and may include a courtroom; continuous contact with the public, other staff, judicial officers, and executive management staff. Remote work, and community outreach dependent on assignment and approval of the Director.

Typical Physical Requirements: Sit for extended periods; frequently stand and walk; normal manual dexterity and eye-hand coordination; lift and move objects weighing up to 25 lbs.; corrected hearing and vision to normal range; verbal communication; use of office equipment, including computer, telephone, calculator, copiers, and FAX.

Qualifications

REQUIRED QUALIFICATIONS

Any combination of training and experience which would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

Two years of progressively responsible professional analytical work experience, preferably in a governmental setting, performing work duties related to project management, administrative support and services, data entry and data pull for review, and program tracking.

A bachelor’s degree from an accredited college or university in business administration, public administration, or closely related field is highly desirable.

In addition, fluency in any of the following languages is preferred: Spanish, Cantonese, Mandarin, Vietnamese, Russian, Tagalog, Korean, Farsi, or Arabic.

DESIRABLE QUALIFICATIONS

Knowledge of:

  • Functions, organizations, programs, and policies of the San Francisco Superior Court and an assigned unit or division.
  • Research and information gathering techniques.
  • Project management and coordination.
  • Statistical methods and analysis.
  • Serious Mental Illness and San Francisco resources.
  • Lanterman Petris Short Act.
  • Database creation and development in Citrix and Excel.
  • Software applications related to administrative work.

Ability to:

  • Plan, organize and coordinate various administrative functions of the ACCESS Center.
  • Perform wide scope of analytical and administrative assignments.
  • Organize and present ideas and recommendations both orally and in writing.
  • Oversee, coordinate, and execute projects to their conclusion.
  • Organize statistical information in a clear, concise manner.
  • Interpret State, Federal and local laws, codes, and regulations regarding the area of assignment.
  • Gather, maintain, and analyze a variety of information regarding division or unit operations and functions.
  • Prepare comprehensive, clear reports.
  • Operate a computer and use appropriate software in the performance of administrative and analytical work.
  • Effectively represent the San Francisco Superior Court and the ACCESS Center, with the public, other Court staff, and other government agencies.
  • Establish and maintain cooperative work relationships.
  • Remain calm and professional in an environment that can be busy and/or chaotic.
  • Use Excel, PowerPoint, and Microsoft ACCESS platform to create reports and charts.
  • Understand technology solutions such as chatbots and other digital content.

SELECTION PROCESS

Initial Screening:

Complete application packages received by the final filing date and time will be evaluated to determine if applicants meet the minimum qualifications. The Court will further evaluate these documents and may interview only those applicants it deems may best meet the needs of the Court. Not all applicants will receive an interview.

Oral Interview:

If necessary, selected applicants may be interviewed to determine their relative knowledge, abilities, and skill levels in job related areas. If interviews are scheduled, it is anticipated that they will be held July 2023.
