DESCRIPTION
An employee in this classification coordinates the administration of the County’s group health, dental and life insurance program for active and retired County employees; maintains personnel files, and assists with other personnel programs and services. Performs related clerical and technical work as required. Work requires knowledge of assigned areas of personnel administration, and a high degree of confidentiality and accuracy. Employee must exercise sound judgment, tact, and initiative in all contacts. Work is performed under general supervision and is evaluated through conferences, observations, reports, and feedback.
DUTIES

  • Coordinates the daily administration of health, dental and life insurance benefit programs for active and retired County employees.
  • Notifies employees of changes and/or updates in benefits information.
  • Enrolls employees and retirees in insurance programs, and assists employees in making changes to their current coverage.
  • Monitors claims status; provides information to employees regarding items covered and not covered by insurance; contacts insurance administrators to help employees resolve problems with claims and services.
  • Processes Worker’s Compensation claims.
  • Maintains up-to-date records on employee and retiree benefits.
  • Prepares retiree, Cobra and other insurance billing invoices; receives, credits and balances payments.
  • Establishes and maintains accurate and up-to-date employee files; processes payroll changes.
  • Administers the County’s orientation program for new employees.
  • Advertises County position openings.
  • Assists with special employee projects and events.
  • Serves as Notary Public.
  • Attends training, meetings and seminars to stay abreast of legislation and trends in human resource / benefits administration.
  • Receives and responds to employee inquiries, concerns and complaints regarding personnel policies and procedures and department services.
  • Performs general administrative / office work as required, including but not limited to preparing reports and correspondence, entering and retrieving computer data, establishing and maintaining files, copying and filing documents, attending meetings, answering the telephone, ordering office supplies, etc.
  • Gathers information for and prepares a variety of reports as required by the County and/or other agencies.
  • Operates a variety of equipment such as a computer, printer, fax machine, copier, calculator, telephone, etc.
  • Uses computer and clerical supplies.
  • Interacts and communicates with various groups and individuals such as the immediate supervisor, other County department/division heads and employees, retirees, insurance administrators, sales representatives, various government agencies, and the general public.
  • Assists other administrative and clerical personnel as needed.
  • Performs related duties as required.

KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of the methods, procedures and policies of the County and Personnel Department as they pertain to the performance of duties of the Administrative Assistant II.
  • Knowledge of the functions and interrelationships of the County and other governmental agencies.
  • Knowledge of the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position.
  • Knowledge of and skill in administering employee insurance / benefits programs.
  • Knowledge of other general personnel functions, including employee recruitment, selection, employment, as well as employee relations.
  • Knowledge of proper English usage, punctuation, spelling and grammar.
  • Knowledge of modern office practices and technology; has skill in the use of computers for word processing, data processing and records management.
  • Knowledge of the terminology and various professional languages used within the department.
  • Knowledge of the occupational hazards and safety precautions of the industry.
  • Ability to develop and maintain a positive rapport with County employees.
  • Ability to offer instruction and advice to co-workers regarding County policies, methods and regulations.
  • Ability to offer training and assistance to co-workers and employees of other departments as required.
  • Ability to take the initiative to complete the duties of the position without the need of direct supervision.
  • Ability to plan, organize and prioritize daily assignments and work activities.
  • Ability to learn and utilize new skills and information to improve job performance and efficiency.
  • Ability to make required mathematical calculations.

EDUCATION AND EXPERIENCE REQUIREMENTS
Associate’s degree in human resources, management, business or related field supplemented by one to two years of experience in human resources administration or general administrative work, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.
