Description
The Hennepin County Environment and Energy Department (EED) is hiring an Administrative Manager who will be responsible for overseeing commercial hazardous waste regulatory compliance and enforcement for Hennepin County Environmental Protection’s Commercial Hazardous Waste unit. This position oversees the work of approximately nine professional staff who assist, educate, license and inspect the more than 5,000 hazardous waste generating businesses and 26 facilities throughout Hennepin County for compliance with hazardous waste regulations.
In this position, you will hire, train, direct the activities of and assess the performance of staff. The person selected for this position will have a broad understanding of business operations and extensive knowledge of and experience in the application of complex local, state, and federal regulations. This person also will direct staff in the development of enforcement cases in collaboration with the Hennepin County Attorney’s Office, as well as state and federal regulators.

This position is hybrid and will be performed at 701 Fourth Avenue South, Suite 700, Minneapolis, MN, and remotely as job duties require. Typical hours will be Monday through Friday, 8 a.m. to 4:30 p.m. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.

In this position, you will:
- Plan, organize, and supervise commercial hazardous waste inspections and the self-audit licensing program carried out by staff and monitor progress toward annual inspection goals; review inspection work for quality control purposes; work with staff and the Workplace Safety Office to ensure safe work practices amid varying. environments.
- Oversee enforcement efforts; direct staff in the development of complex civil and criminal enforcement cases and coordinate unit activities with those of the County Attorney’s Office and state and federal regulators.
- Oversee and coordinate with the Minnesota Pollution Control Agency inspections of large quantity generator facilities pursuant to the Joint Powers Agreement between the two organizations.
- Direct continuous improvement efforts, identifying strategies to improve efficiency and oversee and direct the expansion and improvement of e-government initiatives.
- Represent Hennepin County in meetings with businesses, metro county counterparts, state, and U.S. EPA staff.
- Direct staff working with the regulated community to install best management practices that reduce waste and emissions, improve efficiency, and promote climate change awareness, adaptation, and resiliency.
- Monitor state and federal policy, rule-making, and legislative changes, evaluating the potential impact of these changes on the work of the unit and the regulated community; develop and incorporate modifications to County policy and unit procedures to implement these changes.
- Develop and implement initiatives and work practices that the unit can undertake that support small businesses and environmental justice and reduce disparities.
- Direct strategic planning for the unit and develop budgets and forecast and maintain needed resources within department and county budget guidelines and constraints.
Need to have:
- One of the following:
- Nine or more years of experience related to the operations and programs of the Commercial Hazardous Waste unit, state and federal hazardous waste regulations, and Hennepin County Ordinance 7.
- Bachelor’s degree or higher in biology, business administration, chemistry, engineering, environmental health, environmental science, industrial hygiene, natural resources, public administration, public health, physical or natural sciences, or other field appropriate to the position and five years or more of experience related to the operations and programs of the Commercial Hazardous Waste unit, state and federal hazardous waste regulations, and Hennepin County Ordinance 7.
Nice to have:
- Demonstrated knowledge of commercial hazardous waste management regulations and related environmental regulations and issues, and business operations.
- Experience:
- Executing customer service and verbal and written communication skills.
- Interacting with representatives of a regulated community with diverse backgrounds and varying levels of understanding of commercial hazardous waste regulations.
- Working with businesses to achieve regulatory objectives while supporting business operations, sometimes in adversarial situations.
- Preparing and overseeing budgets strategically and while considering the operation of the unit and resource needs.
- Training, planning, and directing the work of staff, often on technically complex issues and projects and to assist staff with difficult conversation with regulated businesses.
- Work collaboratively with staff from other departments, metro county environmental counterparts, staff from state and federal agencies on common goals, initiatives and regulatory enforcement.
- Read and analyze environmental reports, environmental policies and regulations, and existing and proposed legislation and summarize the information and potential impacts to non-technical audiences.
