The Injection and Mining Division (IMD) has the responsibility of implementing two major federal environmental programs which were statutorily charged to the Office of Conservation: the Underground Injection Control (UIC) program with federal oversight from the Environmental Protection Administration (EPA) and the Surface Mining Program with federal oversight from the U.S. Department of the Interior, Office of Surface Mining.

LOCATION AND POSITION:
This position is charged with independently performing responsible audit and analysis of documents submitted by the oil, gas, and petrochemical industries whereby they report production, disposal, storage, and transportation of exploration and production (E&P) and processing waste as related to permitting, drilling, completing, testing, and plugging and abandonment of injection wells regulated by the Louisiana Underground Injection Control (UIC) program. Additionally, the position also performs administrative duties related to invoicing, grants, and payroll.

  • Catalogs the receipt and proper coding of all UIC applications into the SONRIS computer database and assigns a unique application number for tracking purposes.
  • Audits monthly and quarterly reports submitted for Class I Industrial Wells, Class III Solution Mining Wells, and Class II Hydrocarbon Storage Wells.
  • Audits electronically submitted annual UIC-10 information for all class II injection Wells for accuracy and possible remedial action.
  • Audits the content of each well workover application to ascertain the scope of well remedial work to be performed.
  • Issues Permits-to-Inject (approvals) to the applicants for various UIC applications after the applications have undergone a technical review by the engineering and geological staff.
  • Audits information submitted by operator and initiates the final review of all well history and well plugged and abandoned report to ensure the UIC program’s technical staff timely reviews the well work performed.
  • Administratively audits SONRIS data system for discrepancies in existing injection wells; examine for information consistency and for potential fraudulent data by cross-checking against existing paper and computer records.
  • Maintains effective communication with the public, company representatives, other state and federal agencies on various matters related to injection wells.
  • Assist geological, engineering, and enforcement staff in resolving issues with well operators concerning drilling permits, workover permits, and matters of operator noncompliance.
  • Performs audits of electric IMD records to identify delinquent post well work follow-up reporting by utilizing Discover runs.
  • Works with the enforcement manager, issues notifications of wells scheduled for Mechanical Integrity Testing.
  • Monitors and tracks expenditures and balances of $700,000.00 in federal grants.
  • Prepares and submits invoices for monies due the division by operators, the public, etc., for payment of application fees, regulatory fees, civil penalties, or other monies submitted to the division.
  • Tracks invoice payments.
  • Serves as division’s back-up timekeeper for all employee payroll and leave functions, and performs primary timekeeping in the absence of assigned staff.
  • Assists callers and guests in location and gathering data from the division’s records as necessary.
  • Prepares outgoing mail.
  • Logs, date-stamps, and distributes incoming mail.
  • Performs other duties as assigned.

Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree.

SUBSTITUTIONS:

Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.
