The M-NCPPC, Department of Parks Recreation seeks a hardworking self-starter with strong administrative, communication and organizational skills to serve in the Aquatics and Athletic Facilities Division. This individual must be an energetic teammate, with efficient, technical skills and ability to perform individually and assist at a high level.

This position provides administrative and analytical support for the Departments Aquatics Unit including specific functions such as human resources management, training, financial management (budgeting, accounting, analysis), purchasing and contracting. Incumbents are tasked with reviewing and identifying the need for updating or adding new procedures/processes, initiating tasks, and working directly with both internal and external representatives.

The M-NCPPC offers a competitive salary range $49,361 – $87,419 at the Administrative Specialist 1 level with an excellent benefits package including generous leave, extensive health coverage, deferred compensation plan, employer’s retirement plan, and work-life programs. The hiring range for this position will be $49,361 – midpoint of the advertised salary range and will be based on the candidate’s qualifications and experience.
Examples of Important Duties

  • Provides multifunctional administrative support to the countywide Aquatics operations to include human resource, procurement, accounts payable, and programming support.
  • Manage and oversee multiple divisional contracts, including initiating, routing, and processing payments, ensuring that all purchasing procedures are followed.
  • Sole management of the swim team’s financial coordination, accounts receivables and accounts payables.
  • Administratively supports seasonal pool operations: reopening and closing preparations, coordination of inspections, local and state permitting, and temporary cash funds.
  • Reconcile discrepancies with accounting, finance, and other departments and management as appropriate.
  • Work directly with multiple facilities to provide Human Resources and Procurement support to include but not limited to hiring, seasonal contract renewals, timecard processing, supply purchasing and vendor payments.
  • Identify trends, forecast costs, or calculate costs for budget purposes.
  • Compile and analyze accounting records and other data to determine the financial resources required to implement a program.
  • Contribute and work in coordination with the Division Chief, Assistant Division Chiefs, and a management team of various Regional Managers related to training, programming, and operational activity, and growth.
  • Maintains Purchase Card and tracks expenditures – Manages quality control to adhere policy, procedures, and auditing guidelines.
  • Serves as Field purchasing Agent/Buyer, Purchasing Coordinator, Purchase Card Holder, Coordinate and oversees purchase of goods and services for unit, as well as other departments/facilities as called upon including preparing for bids, RFQ’s, negotiations for the Aquatic Division, as well as, providing guidance on the process and quality control.
  • Assists with preparing formal bid solicitations, review bids, and recommend awards.
  • Manage process of requisition, process purchase orders <$10,000, check requests, contracts, RFQ accounts payable and accounts receivable.
  • Maintains connection with Central Purchasing regarding vendors, products, and procedures.
  • Obtains price quotes and selects products and suppliers.
  • Oversight of the operation of petty cash, which includes reconciliation and reporting.
  • Liaison between management and systems i.e., Lawson Purchasing and Human Resources.
  • Monitors contractor performance, interprets, and applies contract language, reviews invoice, recommends approval of change order requests.
  • Works with Central Purchasing and the Legal Departments as needed.
  • Maintains confidentiality of data including legally protected personal information, proprietary, and pre-decisional, information not subject to public information disclosure, sensitive programmatic data, and other sensitive data.
  • Stays informed of developments in functional area of assignments, and of changes in guidelines applying to the areas of work focus; builds one’s knowledge and skills in the domain(s) of assignment and in related fields.
  • Communicates and interacts effectively with business contacts. Establishes and maintains working relationships, including teamwork, with internal and external contacts. Actively listens to understand wants, needs and concerns of stakeholders, and coordinates to obtain desired results.
  • Participates in orientation sessions for new employees to explain unit organization, policies, and procedures

Minimum Qualifications
1. Bachelor’s Degree in Human Resource Management, Finance, Business or any related field.
2. One (1) year of experience in human resource management, finance or any other related area of business administration.
3. An equivalent combination of education and experience may be substituted, which together total 5 years.
