The Naval Nuclear Laboratory comprises the U.S. Department of Energy locations and personnel responsible for developing advanced naval nuclear propulsion technology, providing technical support to ensure the safety and reliability of our nation’s naval nuclear reactors, and training the Sailors who operate those reactors in the U.S. Navy’s submarines and aircraft carrier Fleets. Job Description

Regulated Materials (RM) is responsible for the radioactive, hazardous, chemical and mixed waste management, management of the HEPA Filtered Vacuum Program and Environmental Operations associated with ventilation systems at the Knolls Atomic Power Laboratory (KAPL). RM provides this service to KAPL test and operational communities regarding the generation, storage and shipment of hazardous material. Together, Regulated Materials Operations (RMO) works with Regulated Waste Engineering (RWE) and Regulated Materials Shipping (RMS) units to support these responsibilities. RMO provides support and overseas the facility (E11) Permitted Areas (MAL, WPS and 90 Day Area) as, well as the Locked Storage Area and additionally provides storage, characterization and preparation of radioactive and other hazardous material for shipment while working closely with RWE and RMS. The candidate will provide engineering support related to these responsibilities to the laboratory as well as perform various work assignments within the organization. The work assignments will provide the candidate with a diverse experience associated with radioactive and hazardous waste management, characterization, certification and transportation. Activities within these areas of responsibility will include, fuel accountability control, participation in work planning related to waste generating projects and execution of hazardous and radioactive material shipments that support laboratory operations. The candidate will also work with other program laboratories/sites to develop common local requirements for implementation of operational and regulatory requirements. The candidate will develop and/or provide oversight of programs or projects to ensure compliance with operational, design, regulatory and Program requirements. Examples include performing work document reviews, waste certifications, engineering support & evaluations, or analyses to support assigned tasks. The candidate will provide subject matter expertise in regulated areas such as environmental, safety, and health, radiological controls, quality assurance, waste management, emergency planning and fire protection to personnel to support safe and compliant execution of work activities. Work may include providing interface, independent oversight and assessment of KAPL, Subcontractor, and vendor facility operations, material procurement & evaluations, design reviews, procurement of new systems, development of engineering methods, major site system and facility operations. Preparation and maintenance of records and reports to meet regulatory and Program requirements, evaluate and assess site performance, perform surveillances, clarify and implement regulatory requirements, prepare, review and approve technical work procedures and identify improvements to existing processes. May lead or provide support for inspections and interface with outside regulatory agencies.

Required Combination of Knowledge and Skill

Bachelor’s degree in a technical, engineering or science-related field from an accredited college or university and a minimum of four years of relevant experience or;
Master’s degree in a degree in a technical, engineering or science-related field from an accredited college or university and a minimum of two years of relevant experience or;

Preferred Skills

Competent skills with Microsoft suite of tools.

Experience, reading and applying regulations.

Experience in Radiological Controls (CW and RAM Transporter), Fuel Accountability Controls, Resource Conservation and Recovery Act (RCRA), Toxic Substance Control Act (TSCA), Chemical Waste & Radiological Waste Representative (CWR & RWR) and Department of Transportation hazardous material shipping.

Well-developed teaming and communication skills.

Pay Range

$82,600 – $123,800 annually
