DIVISION OVERVIEW
The Housing Investment and Finance Division administers federal, state, and local funds that are made available to for-profit and non-profit housing developers for the development and preservation of affordable and special needs housing. Additionally, it supports low- and moderate-income homeownership, single and multifamily home rehabilitation and sound mitigation, and various community and economic development projects and initiatives.

POSITION OVERVIEW
As part of the Finance and Development Unit within the Housing Investment and Finance Division, the Affordable Housing Assistant Project Manager – Development Specialist II works under the direct or general guidance of a supervisor and will be responsible for performing specialized and complex assignments for the purpose of creating new affordable and special needs/homeless housing, and preserving and expanding existing affordable housing.

The Assistant Project Manager is an entry-level position, where employees are expected to have knowledge of real estate development or affordable housing development and preservation and must be able to follow instructions on the management of projects, underwriting to determine a project’s financial feasibility, loan negotiation, construction monitoring, lease-up, and permanent financing. This position requires a highly organized self-starter who takes initiative to problem solve and manage multiple tasks with competing deadlines. The Affordable Housing Assistant Project Manager should exercise sound judgement and discretion along with the ability to communicate effectively with co-workers, developers, businesses, residents, County staff, and other community stakeholders.

Essential Job Duties

  • Under immediate supervision:
  • Reviews and analyzes affordable housing loan applications.
  • Underwrites acquisition, predevelopment, construction, and permanent public loans.
  • Prepares development and loan agreements, ancillary and collateral documents, and negotiates with developers.
  • Ensures compliance with the LACDA’s financial, design, and supportive services requirements.
  • Reviews and processes payment applications which include monitoring project budgets and disbursing LACDA funds at closing, construction, and/or permanent conversion.
  • Provides support for County homelessness and affordable housing initiatives.
  • Provides support for the issuance of Notices of Funding Availability.
  • Performs a wide variety of activities related to policy analysis and research, including designing, implementing, coordinating, evaluating, reporting, and monitoring programs and objectives for the purpose of the creation of new and preservation of existing affordable and special needs/homeless housing.
  • Interprets County, state, and federal policies and regulations and converts to policies and procedures.
  • Assists in procurement solicitation, evaluation, negotiation, and contract preparation.
  • Provides affordable housing technical assistance and guidance to partners and stakeholders.
  • Prepares timely, complete, accurate, and concise written technical documents, including the preparation of reports for Loan Committee and Board deliberation and approval.
  • Performs a variety of administrative duties including disseminating Requests for Proposals or Qualifications, assisting in performing procurement tasks.
  • Perform other related duties as assigned.

Qualifications

A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. A typical combination includes:

  • Bachelor’s degree in Public Administration, Business Administration, Urban Planning, Real Estate Development, or related field.
  • Two (2) years of experience in real estate project management, loan administration, or housing financing.

Desirable Qualifications:

  • Master’s degree in Public Administration, Business Administration, Urban Planning, Real Estate Development, or a related field.
  • Experience in housing underwriting and lending.
  • Experience analyzing and reviewing real estate proformas to evaluate a project’s feasibility and compliance with agency guidelines.
  • Experience with public financing resources for affordable and supportive housing development, Low-Income Housing Tax Credits, and/or tax-exempt bond financing.
  • Knowledge of permanent supportive housing and services provided to special needs populations.

Knowledge of:

  • Public lending requirements, workflow, and timing in the administration of a range of affordable housing funding sources, as it applies to the leveraging of other public funding sources.
  • Rules, regulations, and practices governing affordable multifamily housing development, acquisition/rehabilitation, and other housing-related activities.
  • Issues and evolving best practices related to the development and operation of permanent supportive housing for homeless and special needs populations, including supportive services, property management, coordinated entry systems, rental subsidies, and local, state, and federal homeless programs.
  • Financial analytical skills with an understanding of affordable multifamily housing finance; various funding sources, including Low-Income Housing Tax Credits and tax-exempt bond financing; experience interacting with housing developers and investors.
  • Affordable housing project analysis and loan underwriting

Salary compensation is dependent on qualifications (experience, education, knowledge, skills, and abilities). Initial salary placement is generally made between the start and mid-point of the posted range. New hires are not eligible to start at the maximum of the posted range.

In addition to the above, the LACDA’s Flexible Benefits Plan is authorized under Section 125 of the Internal Revenue Code, and permits employees to use pre-tax dollars to pay for their portion of the cost of benefits under the Plan through “Salary Redirection” arrangements.

As part of this plan the LACDA will contribute $1000.00 per month, effective on the first (1st) of the month following the completion of one (1) full month of compensated service.

Changes to CalPERS:

The LACDA is a participant of the California Public Employees Retirement System (CalPERS). Effective January 1, 2013, an employee who is hired by the LACDA and who is enrolled in CalPERS for the first time, is not eligible for CalPERS reciprocity OR has a break in service greater than 6 months (aka “New Member”), shall be enrolled in the CalPERS benefit formula of 2% at 62 and pay the 8.25% member contribution.

An employee who is hired by the LACDA from another CalPERS agency, or an agency with CalPERS reciprocity, or with a break in service of 6 months or less (aka “Classic Member”) shall receive the CalPERS benefit formula of 2% at 60 and pay 2.5% of the 7% member contribution. It’s important to note that if a member has a break in service of more than six months but returns to service with the same employer, the member would be considered a “Classic Member.”

*Traffic Court Specialist (TCS) employees receive one additional holidays.
