What this job is about:
As the Agency Readiness Team (ART) Director, you’ll be responsible for leading and promoting state-wide business transformation as the state implements an enterprise resource planning (ERP) solution. In this role, you’ll lead a team and work with a variety of stakeholders to assure that the needed organization change is understood and adopted with as little disruption as possible. This includes ensuring agencies are supported with business process redesign and change management and that those using the new system and processes are trained appropriately.

Gov. Jay Inslee has tasked this group with one of the largest and most transformative information technology projects in Washington state history. The One Washington Team’s main objective is to modernize and enhance outdated technology systems that state agencies have used for decades without much improvement – such as the state’s core finance, procurement, budget, and human capital management functions. This project will help bring Washington into the present and prepared for the future with live and on-demand data.
Compensation:
The starting salary range for this position will be $118,000 – $145,000, and the assigned salary will depend on the candidate’s qualifications. The full salary range for this position is $87,744 – $149,160. Our salary range is intended to provide salary progression over time within the role. In addition to the compensation range indicated, a general wage increase of 4% will be applied for all state employees on July 1, 2023.

Duties
What you’ll do:
Organizational Change Management (OCM) and Business Process Redesign (BPR)
- Lead the creation of comprehensive OCM and BPR strategies and revising as needed to assure that agencies are appropriately preparing for the change to the Workday implementation.
- Lead, manage and provide oversight to your teams; monitoring performance, overcoming barriers and taking action to keep tasks on track; resolving conflict and providing ongoing feedback.
- Validating quality of services, activities and deliverables provided by the teams and contractors; proactively addressing any service-related issues or concerns.
- Ensuring stakeholder engagements are planned, communicated and delivered.
- Developing effective feedback mechanisms with agencies and providing support.
- Overseeing stakeholder engagement and analysis; facilitating working sessions and communicating changes to executive leadership.
- Addressing resistance to change from stakeholders, business owners and first-line employees.
- Leading the development of statements of work in collaboration with the OFM procurement officer; creating and maintaining a responsibility assignment matrix between OCM contracted services and state OCM positions.
Training
- Oversee the statewide ERP training environment; securing resources needed and identifying barriers to learning.
- Working collaboratively with Workday, Deloitte, Business Owners and the Functional Team to establish a training plan. The plan should include curriculum and training modules, identifying source materials and standard tools, determining who will need the training, the manner in which the training will be conducted, resources needed and measures of success.
- Elicit feedback from the agencies on the trainee experience and adjusting as appropriate; develop and monitor training performance indicators.
Leadership
- Facilitate the OCM Advisory Committee and serve as a member of the OneWA leadership team.
- Build effective relationships with other team functional areas to enhance collaboration and alignment throughout the program.
- Act as an ombudsman contact for agencies to direct concerns related to ART activities.
Qualifications
Required Qualifications:
- Four years of experience in organizational change management, business process redesign of training. Please Note: Two years of additional relevant professional experience may substitute for the educational requirement.
OR
- Bachelor’s degree in human resources management, business, organizational development, applied behavioral sciences, business administration or related field.
AND
- Four years of experience managing large, contracted resources and working with senior managers utilizing the skills and knowledge described below to design and implement organizational development interventions that improve work groups, team, and organizations.
- Three years of experience supervising a team of professionals (Experience may run concurrent with experience listed above).
- Demonstrated ability to collect, assimilate and analyze complex data sets.
- Experience working effectively to implement change management initiatives, business process redesign and/or training plans with all levels of an organization in classroom situations, one on one development and team development.
Desired Qualifications:
- Master’s degree in human resources management, business, organizational development, applied behavioral sciences, human resources management, business administration or related.
- Five years of experience with large organizational change management efforts.
- Knowledge of and experience with multiple vendor-specific methodologies.
- Educational coursework in organizational development or organizational performance management, and business, or financial management.
- Change management certification or designation.
- Ten years mid or high-level management experience that includes responsibilities over broad ranging, diverse and complex business operations and/or issues; advising and influencing leadership.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees’ Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems’ web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
