Description
The City of Redding is accepting applications for the position of Airports Manager to oversee the administrative functions of it’s two airports.
We are looking for someone to
- Plan, organize, and direct all airport activities, including physical plant, personnel, and the negotiation and administration of leases and permits.
- Ensure safety; oversee, through other supervisors, airport security and crash-fire-rescue forces. Assure training programs.
- Prepare and recommend budget and cost estimates for airport operations, capital programs, and administration.
- Develop, recommend, and implement approved policies, procedures, rules, and regulations for all airport activities.
- Responsible for the supervision of operations, administrative, maintenance, and janitorial personnel.
- Plan, recommend, and implement capital improvement projects to allow for the orderly expansion of airport facilities. Prepare supporting documentation and coordinate paperwork with appropriate governmental agencies; coordinate with design and construction personnel through project completion.
- Conduct negotiations and oversee the preparation of leases, concession agreements, and other contractual documents.
- Interact with Federal, State, and City officials concerning project grant and loan processing.
- Recommend and implement changes in codes, ordinances, rules, and regulations to resolve issues and improve operation and procedures.
- Establish coordination with all applicable City departments to effect the needed two-way support to insure success of airport operations.
- Prepare agenda, schedule, and attend all Airports Commission meetings, and provide primary staff support for same.

Qualifications we’re looking for
Knowledge of:
- Principles and practices of airport management from both the operation and business perspective
- Local, Federal and State rules and regulations governing airport operations
- Airport leasing principles and practices
- Budget preparation and administration; and effective supervisory principles and practices.
Ability to:
- Interact effectively with the public, airport tenants and users, elected and appointed officials and City employees
- Make sound, effective decisions
- Prioritize Airports operations in a manner that ensures safety, efficiency, and sound economics
- Communicate clearly, both orally and in writing
- Demonstrate an inherent understanding of safety first
- Organize, direct, and coordinate activities of both a municipal and general aviation airport to include developing long term plans, programs, and policies
- Address financial, technical, administrative, and personnel problems.
Education, Experience, and Special Requirements:
- Typical education would include a Bachelors degree from an accredited college, university, or equivalent, with course work in Business, Public Administration or a related field with supplemental course work in airport management.
- Typical experience would include a minimum of seven years of progressive relevant experience in airport management and/or operations at a FAR Part 139 certified airport; four years must have been in a supervisory capacity.
- Possession of a valid California driver’s license, or the ability to acquire one within ten days of appointment.

Selection Process: Final appointment is contingent upon:

- Passing a city paid fingerprint criminal conviction check (applicants 18 and older)
- Passing of a pre-employment medical exam and drug and alcohol screening test
Veteran’s Credit: Applicants who attach a copy of the DD-214 to their application indicating “Honorable Discharge” from military service and receive a passing score on the examination process will have two (2) additional points added to their final examination score.

Holidays:
An average of thirteen and a half per year. Fire Association covered employees receive a payment in lieu of holidays. Holiday compensation for Redding Peace Officers Association and Redding Police Managers Association employees has been converted to base pay.
Vacation:
Two weeks per year up to the fourth year of service, three weeks up to nine years of service, three and a half weeks up to fourteen years of service, four weeks up to nineteen years of service, four and a half weeks up to twenty-four years of service, five weeks after twenty-four years of service. For accrual rates for Fire Department shift employees, refer to MOU. Part-time and temporary employees may be eligible for some vacation/paid time off benefits.
Sick Leave:
Twelve working days of sick leave are accrued each year. Unused sick leave may be credited toward retirement. For accrual rates for Fire Department shift employees, refer to MOU.
Health Insurance:
Excellent medical, dental, vision, and life for employee and dependent, and long-term disability for employees.
Retirement:
Full-time employees are covered by CalPERS (formula is dependent on hire date and member status in CalPERS) and are not covered under the Social Security System.
Administrative Leave:
Management positions are eligible to receive 40 hours of administrative leave per calendar year as authorized by the department director; additional leave up to 40 hours may be granted by the City Manager.
Deferred Compensation Plans:
Available for interested employees.
Union Dues: Job classifications in the unrepresented group do not pay union dues.
Part-Time Retirement Benefit Program:
Part-time, seasonal, and full-time temporary employees either participate in the Social Security System or the PARS Alternate Retirement System depending upon bargaining unit assignment.
SDI:
Unrepresented positions do not participate in SDI.
