Position Summary & Duties Responsible
POSITION SUMMARY
Animal Care Services Officer II enforces Bernalillo County Animal Care Services Ordinance and New Mexico State laws relating to the care and treatment of animals. Responds to animal complaints, performs investigations, submits investigative information for criminal court filing. Works toward resolving animal issues within the community by providing education and resources. Quarantines bite animals. Humanely capture stray and dangerous animals.
DUTIES AND RESPONSIBILITIES SUMMARY
- Must be public service oriented and have strong skills and abilities in a wide variety of areas including communication, critical thinking and problem solving. Investigate complaints of animals running at large, animal bites, animal cruelty and neglect, animals causing a nuisance and other miscellaneous animal complaints.
- Appropriately and effectively enforce animal care and control ordinances of Bernalillo County. Educates the public in responsible animal care and works to reduce the need for intake of animals into county facilities.
- Respond to calls regarding the apprehension of stray, loose and/or injured animals; take appropriate precautions to prevent the spread of disease.
- Confine captured animals and safely transport to shelter, or other sites Perform permit inspections.
- Pick up injured and dead animals and transport to shelter, veterinarian.
- Appear and testify in court.
- Maintain accurate and complete daily logs, reports, forms, and files; enter information into database.
- Operate and maintain a variety of animal handling equipment and vehicles.
- Provide instruction, guidance, and leadership to lower-level officers through department approved training, and by setting an example of professionalism.
- Provide education to community groups, schools and the public relating to responsible pet care, safety or other department approved programs and information.
- Knowledge of safe, humane and efficient techniques for capturing and controlling animals.
- Ability to follow instructions and communicate in written and oral formats.
- Ability to interact with supervisors, co-workers and the general public and maintain effective relationships.
- Ability to utilize computer system and operate communication equipment.
- Ability to conduct investigations to ensure compliance with applicable ordinances and rules and regulations.
- Will perform other job-related duties as requested or assigned.

Minimum Qualifications
- Bachelor’s degree in animal science, veterinary science, biology, wildlife management, criminal justice or closely related field plus one (1) year experience in animal care services. OR any combination of education and/or experience totaling five (5) years in animal care services. Successful and satisfactory completion of the National Animal Care and Control Association ACO I and ACOII certification training or equivalent. Successful and satisfactory completion of level I cruelty investigations training administered by Code 3 Associates, National Cruelty Investigations School, or equivalent.

ADDITIONAL REQUIREMENTS
The offer of this Bernalillo County position requires compliance with the following:
- Employee must successfully complete the post-offer employment medical examination and background investigation.
- Employee must comply with the safety guidelines of the County.
- Employee must complete required FEMA training(s) as assigned to position.
- Employee must have a valid New Mexico driver’s license by employment date and maintain a valid NM driver’s license while employed in this position.
- Employee must have or obtain within 1 year of employment, a certificate to perform euthanasia.
WORKING CONDITIONS
- Duties are performed essentially outdoors, and in a county vehicle.
- Indoor duties are performed in a temperature-controlled environment.
- Outdoor duties are performed on surfaces that may be even or uneven, wet, or dry. Stairs may be required in performing indoor or outdoor duties. Outdoor duties may be performed on natural ground, asphalt, concrete, snow, ice or mud.
- Work hazards or potential work hazards include use of vehicle, stairs, exposure to extreme weather conditions, driving in adverse weather conditions and exposure to dangerous animals, animal bites, rabid animals or other zoonotic disease carriers.
- Worker performs duties primarily alone or as part of a select team.
- Worker is exposed to intermittent noise or vibration factors, particularly when driving county vehicle over un-surfaced roads.
- Worker may be exposed to conditions while performing outdoor duties.
- Worker will be exposed to animal waste, dead animals and noxious odors.
- Worker may be exposed to angry individuals in the course of their duties.
EQUIPMENT, TOOLS AND MATERIALS
- Worker may use a variety of animal handling equipment to include but not limited to, nets, ropes, leash, snare stick, control pole, snake hook, humane traps, cages, blankets, towels, muzzles, belly bands, bridles, halters, horse trailer, and camera in the performance of essential duties.
- Worker wears a uniform, radio, ballistic vest, equipment belt and badge while performing essential duties.
- Worker handles a variety of forms and paperwork, writing utensils and other basic office supplies while producing daily reports.
- Worker handles a wide variety of domestic, exotic, and wild animals.
- Worker utilizes personal protective equipment in performance of duties.
