Position Summary & Duties Responsible
POSITION SUMMARY
Under the direction of the Director, the Animal Care Shelter Manager will oversee animal care and daily operations of the animal sheltering section. Ensures humane housing and care of animals pertaining to state statute, sheltering standards and department policies. Develops standard operating policy and procedures Manages and supervises personnel, manages inventory, coordinates assigned activities with other departments, external agencies, and the public. Prepares advanced and complex metrics data and gap analysis for the department. Employee supervision includes hire selection, training oversight, performance assessment, coaching, disciplinary and termination actions.
DUTIES AND RESPONSIBILITIES
- Oversees and ensures compliance with all state and local statutes, New Mexico Sheltering Standards, Five Freedoms, and Bernalillo County policy and procedures.
- Recommends, prioritizes, develops, establishes and implements section policies, procedures, goals, performance measures and objectives.
- Oversees day-to-day operations in the Sheltering Section to include behavior, enrichment, animal housing, evaluation, capacity for care, all section work areas, grounds, and equipment.
- Oversees Sheltering Staff and is responsible for hiring, training, assigning and evaluating staff’s work. Administers disciplinary actions as needed and is responsible for employee reviews.
- Manages all Sheltering Section personnel, including assisting outside agency workers and trained volunteers.
- Ensures all employees and assistive personnel are adequately trained in animal sheltering methods, animal care and maintenance, safe animal handling, use of equipment, cleaning and sanitation methods, OSHA requirements and cremation unit use and maintenance.
- Oversees OSHA training for Sheltering Section staff, ensures compliance with all OSHA standards throughout the Sheltering Section, and updates Safety Data Sheets.
- Develops and coordinates the department’s Capacity for Care work plan to effectively utilize space and systematically respond to fluctuations in the number of animals needing to be housed.
- Develops and implements work standards and training in shelter best practices, animal care and housing, animal handling, maintenance and operations, cleaning and sanitation, use of equipment, enrichment, general animal illnesses and disposition of animals.
- Conducts daily inspections to ensure duties are completed and all aspects of animal care are being performed.
- Regulates inventory controls to ensure animal housing areas and animal related buildings are stocked with supplies and equipment, and that all equipment is clean and in operable condition for the safety of animals, staff and the public.
- Oversees the operation, scheduled use, and maintenance of the crematorium. Ensures licensing requirements are fulfilled and inspections are current. Responsible for ensuring appropriate training is completed for the organization and staff.
- Participates in the justification, development, and administration of the Sheltering Section’s annual operating budget; provides data and assists in forecasting additional funds needed for staffing, equipment, materials and supplies; assists in monitoring and approval of expenditures, obtains quotes and provides necessary vendor forms for the Sheltering Section.
- Coordinates with other departments and vendors as needed for the upkeep of sheltering section building areas and equipment. Obtains quotes, provides information for RFP/RFQ’s, and ensures compliance for approved contracts and purchase orders.
- Researches and submits grant funding requests, provides fiscal administration in conjunction with Administrative Manager on grant-funded programs and submits required reports to the Director.
- Responsible for responding and resolving citizen complaints concerning the care and disposition of animals at the BCACS Resource Center to include strays, PC, adopted, reclaimed and owner relinquished animals. May be asked to testify in court cases.
- Communicates with the Outreach Section regarding volunteer recruitment, performance, sustainability and recognition.
- Monitors the health of facility animals and relays concerns to the facility veterinarian or veterinary staff. Coordinates with facility veterinarian on isolation procedures, and health protocols.
- Participates in Animal Management Committee meetings to determine disposition of animals including, but not limited to, animal transfers and euthanasia decisions. Will participate in humane euthanasia once licensure obtained.
- Monitors the disposition and maintains statistical data of animals including live release, euthanasia, transfer, reclaim, intake and adoption rates; compiles related data and prepares complex reports.
- Promotes humane awareness towards the care and treatment of animals through training, education, public resource and intake diversion outreach programs and by example.
- Responsible for the organization, setup, function, and maintenance of emergency sheltering during disasters.
- Perform other job related duties as required or assigned.

Minimum Qualifications
- Requires a Bachelor’s Degree in Veterinarian Technology, Animal Science, Life Science, Business Administration, Public Administration, or related field, and six (6) years of work experience in an animal care facility with proven working knowledge of a wide variety of domestic animals and basic knowledge of farm animals and wildlife. Basic understanding of animal behavior with focus on positive, reward based training. Strong domestic animal handling skills and knowledge of companion animal behavior and care. Or related field, plus two (2) years in a supervisory role. Any equivalent combination related to education and/or experience may be considered for the above requirements.
- Fear Free Shelter certified or ability to become certified within 60 days of hire.

ADDITIONAL REQUIREMENTS
The offer of this Bernalillo County position requires compliance with the following:
- Candidate must successfully complete the post-offer employment medical examination and background investigation.
- Candidate must comply with the safety guidelines of the County.
- Candidate must have a valid New Mexico driver’s license by employment date and maintain a valid NM license while employed in this position.
- Candidate must complete and maintain FEMA Emergency Management certifications required by the County and in accordance with Bernalillo County Animal Care Services.
- Must be a NM licensed Euthanasia Technician or ability to obtain license with six (6) months.
- Weekend and holiday work may be required.
WORKING CONDITIONS
- Duties are performed primarily indoors, although the duties may be performed outdoors when supervising field operations or doing field investigations. When duties are performed outdoors, a County vehicle may be used.
- Indoor duties are performed in a temperature-controlled environment.
- Worker is exposed to natural weather conditions while performing outdoor duties.
- Indoor duties are performed in an office setting and throughout the sheltering facility with carpeted or tiled floors, or within a motor vehicle.
- Outdoor duties are performed on surfaces which may be even or uneven, wet or dry. Stairs may be required in performing indoor or outdoor duties. Outdoor duties may be performed on natural ground, asphalt, concrete, snow, ice or mud.
- Work hazards or potential work hazards include use of vehicle, stairs, exposure to extreme weather conditions, driving in adverse weather conditions.
- Worker may be exposed to animals, aggressive animals, animal bites, disease, odors, animal dander, animal byproducts and chemicals.
- Worker performs duties alone or as part of a select team.
