Summary Statement
The Office of Code Compliance and Community Resources is here to improve the quality of life in Boise’s diverse communities. Currently, the City of Boise is looking to fill the vacancy of Animal Compliance Suypervisor.

The Animal Compliance Supervisor supervises and provides oversight of animal compliance staff and day-to-day operations of the city’s animal compliance program. Oversees animal compliance and scooter abatement, as well as parking and abandoned vehicle compliance tasks within Boise city limits. Ensures compliance with city and state laws and ordinances. Assists with daily functions, special projects, and other administrative assignments as directed. This position works under limited supervision.
Essential Functions

  • Performs the full range of duties (with appropriate managerial review), including hiring, evaluating, promoting, and assigning duties; correcting inappropriate actions or behavior through communication and coaching, initiating discipline or termination as needed; and overseeing employees or a group.
  • Supervises compliance officers to ensure adequate measures are being taken to enforce local rules and laws. Assigns compliance officers’ day-to-day tasks to ensure maximum productivity and runs productivity reports. Coordinates and schedules the operation of shifts for a maximum of seven-day/week coverage. Communicates with officers about streamlining enforcement tactics. Relays citizen complaints to officers and communicates with management about complaints and resolutions to those complaints. Coordinates with the Parks & Recreation Director on compliance coverage needs for city parks, trails, and open spaces. Works with members of the public to achieve compliance and develop recommendations and solutions for corrective action. Investigates potential violations by inspecting premises and gathering evidence. Communicate with members of the public to explain findings, resolutions, and investigation outcomes. Assesses and interprets applicable city codes. Engages with the community as an ambassador and educator regarding city codes, policies, and procedures.
  • Works directly with administrative and compliance team members to help best evaluate staffing resources as they relate to animal compliance and scooter abatement. Review data for reporting purposes and to ensure resources are scheduled and deployed appropriately.
  • Works with the Idaho Humane Society (IHS) to coordinate training among team members with similar positions. Coordinates community outreach to educate citizens on which agency to contact for various complaints and educates about licensing requirements to increase compliance. Serves as a liaison to the IHS enforcement team to orchestrate general enforcement training and best practices on issuing tickets, writing reports, and preparing officers for court trials. Strives to create a team environment across enforcement teams to better define roles and responsibilities, and ensure compliance with the contract for city-wide enforcement
  • Coordinates with Parking Services to serve as a point of contact for parking compliance officers during Saturday parking enforcement. Dispatches complaints received by the city regarding scooter placement and work with Planning and Development Services to ensure scooter fleets are compliant per Boise City Code and the micro-mobility contract

Requirements
High school diploma or equivalent and four to six years of professional or volunteer experience with care, feeding, and handling of animals in a facility that cares for animals, or an equivalent combination of education and/or experience

Working knowledge of:

  • methods used in the safe, effective, and humane handling and restraint of a variety of animals, including those that are sick, injured, aggressive, and/or difficult to control
  • Standard safety precautions and equipment used in animal care, control, and shelters
  • physical and behavioral characteristics of different species and breeds of animals
  • methods and techniques of documentation
  • city governments, the criminal justice system, laws of search and seizure, due process, and the impact of code enforcement actions.

Ability to

  • enforce animal control and licensing ordinances to ensure the safety and health of citizens and animals in the city
  • interpret and apply codes, laws and regulations, policies and procedures of animal collection, impoundment, quarantine and disposal

Individuals must be capable of operating vehicles and/or bicycles safely, possess a valid driver’s license, and have an acceptable driving record

Preferred Experience, Training, Knowledge, Skills and Certifications

  • Bachelor’s degree in Criminal Justice, Public Administration and four years of compliance experience including reading, understanding, and enforcing applicable laws, codes, zoning or administrative rules
  • Five years of progressively responsible experience in code compliance and enforcement and some supervisory duties
  • Working knowledge of municipal codes, state statutes parking enforcement, and animal control practices

Required Certificates and Licensures
Valid state-issued driver’s license.

Work in this position also includes close vision, distance vision, peripheral vision and depth perception. Working Environment
The work environment will include inside conditions, outdoor weather conditions, extreme temperatures and in wet and humid conditions. Employees will also drive a vehicle as part of this position.
