General Purpose
The City of Idaho Falls is accepting applications for the position of Animal Control and Ordinance Officer. This position performs a variety of duties related to the enforcement of state and local animal control laws and ordinances and duties related to the care and maintenance of domestic animals. Also performs a variety of duties related to the enforcement various local ordinances as authorized by the Chief of Police.

Essential Functions
Animal Control

Operates specialized vehicle over assigned City streets and observes for loose and stray animals. Apprehends the same and removes to Animal Shelter for impoundment until ownership can be determined. Utilizes specialized equipment, such as “catchpoles”, “snappy-snares”, tranquilizer guns, controlled substances (chemical capture drugs) and microchip scanners.

Responds to calls from public and in person regarding the problems and impounding of animals, fees bonds, claiming procedures, etc. Informs owners of animals taken into custody, violations and animals found dead. Answers calls for dead animal disposal; euthanizes and removes seriously injured animals. Enforces animal control ordinances including the issuing of citations, writing police reports and court testimony. Processes animals being adopted, reclaimed, surrendered, etc. by the public.

Assists Idaho Department of Fish and Game, cable, power, natural gas, telephone and utility workers in dealing with aggressive domestic and/or wild animals. Assists IFPD Officers and other Law Enforcement Agencies in dealing with aggressive domestic and/or wild animals and assists with other animal related issues including impounding animals of arrested or deceased individuals.

Follows specific procedures for dog and other animal bites; quarantines biting animals to observe for rabies and other diseases. Investigates reports of animal cruelty/neglect and takes appropriate actions including writing police reports, obtaining search warrants, issuing citations and court appearances.

Maintains office records and files; processes impound records on animals turned into the shelter; orders supplies; receives and receipts money paid by animal owners for fees; maintains records of animal licenses sold.

Performs shelter duties related to the euthanasia of healthy animals to control shelter population and of hopelessly injured, vicious or diseased animals, euthanizing same by approved methods. Must be emotionally strong to deal with the euthanasia of animals daily. Operates shelter crematorium to eliminate animal carcasses; cleans out crematorium and disposes of unwanted remains or prepares remains for owner or veterinarian.

Assists shelter veterinarian with examination and vaccination of animals and under his/her supervision, administers medications, implants microchips and performs other health related procedures.

Directs the activities of volunteers, community services, and career exploration workers. Presents information related to animal control and animal care to area schools, senior citizen groups, animal related events, etc. educating community groups in regard to licensing, spaying and neutering of pets, animal safety and related issues.

Performs general hygiene duties for the animals including feeding/watering, cleaning/sanitizing kennels and observation of the general health, behavior and condition of the animals.

Attends to the general maintenance needs of the facility including mopping floors, cleaning bathrooms, etc.

Performs related duties as required.

Ordinance Enforcement

Enforces City ordinances as authorized by the Chief of Police. These may include but are not limited to ordinances related to parking, abandoned vehicles, snow removal, etc.

Responds to complaints of ordinance violations by notifying and informing establishments and individuals of violations to City ordinances, conducting inspections and issuing citations.

Retrieves and impounds stolen/found bicycles and related articles from public/private property and from canals and the Snake River.

Assists IFPD officers as requested.
Minimum Qualifications
1. Education and Experience:

Graduation from high school or equivalent; AND one (1) year of general work experience providing reasonably responsible work duties; OR an equivalent combination of education and experience.

2. Required Knowledge, Skills, and Abilities:

Working knowledge of local geography; the operation of motorized vehicles; basic animal care; basic procedures and cautions used in dealing with frightened, vicious, injured, or sick animals; interpersonal communication skills; basic math, writing and basic computer skills.

Ability to communicate effectively in a firm and courteous manner with irate and emotional pet owners and the public; develop effective working relationships with Supervisors, fellow employees and the public; use discretion and good judgment; follow instructions; operate two-way radio; understand common radio codes; learn laws, ordinances, and regulations regarding animal control quickly; work in an environment where exposure to all weather conditions would be expected in performance of job duties; perform heavy physical labor, ability to lift in excess of 50 pounds, ability to restrain, load and transport large, vicious, fractious or tranquilized animals in excess of 50 pounds; ability in the use of small firearms, tranquilizer guns, and other specialized equipment; recognize and safely mitigate the health hazards associated with handling dead and/or diseased animals, i.e., zoonotic diseases (diseases passed from animals to humans).

3. Special Qualifications:

Must possess a valid Idaho State Driver’s License.

Must be State Certified in: Board of Pharmacy within one(1) year of employment in the use of controlled substances used for chemical capture and euthanasia and maintain renewal of same every year; Board of Veterinary Medicine within one (1) year of employment as Certified Euthanasia Technician and maintain renewal of same every year, recertifying every three (3) years by completing classes and testing. Chemical Immobilization & Wildlife Restraint Training within one year of employment.Must complete NACA Certification within two (2) years of employment and maintain education requirements to maintain this certification.
Work Environment
Tasks require a variety of physical activities periodically involving muscular strain related to walking, standing, stooping, sitting, pulling and reaching. Essential functions require talking, hearing and seeing. Mental application utilizes memory for details, emotional stability and discriminating thinking and creative problem solving. Elements of the job pose various degrees of hazard uncertainty common to animal control and animal impoundment. Common eye, hand, finger dexterity required to perform essential functions.
