Duties Summary
Plans, organizes, and directs the field and shelter operations and assists in the planning, coordination, implementation and evaluation of the County’s Animal Control and Protection program; and performs related duties.
There is one (1) immediate permanent, full-time vacancy with the Animal Control & Protection Agency in Kailua-Kona.
Special Working Conditions: Exposure to hazardous, filthy, and/or obnoxious conditions.
The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.
Examples of Duties
- Plans, organizes, and directs field and shelter operations for the Animal Control and Protection Agency.
- Develops, revises, and implements plans, policies, and procedures; reviews operational requirements and program outcomes to assess the overall efficiency of the program and makes and implements improvements and revisions as needed.
- Ensures that field and animal sheltering operations are operating safely, effectively, and efficiently; and ensures that the shelters are in compliance with applicable laws, rules and regulations; may conduct patrols and responsible for overseeing the impoundment, care, release and disposal of animals, including the control, protection of animals, and quarantining of infectious animals.
- Ensures that staff are provided training in safety procedures, knowledge of applicable laws, use of field and shelter equipment, and cleaning and sanitation procedures.
- Monitors and evaluates the operations and activities of the field and shelter operations and assists the with the development of long and short-term goals and objectives.
- Ensures the maintenance and sanitation of animal shelter buildings, kennels, equipment, vehicles and grounds are completed.
- Regularly participates in meetings with shelter and field employees to ensure workload and reports are managed properly and provide feedback to employees on their performance. Establishes and maintains an effective system of communication with all employees.
- Assigns and reviews the work of subordinates; prepares performance evaluations and counsels as necessary; investigates allegations by the public of misconduct by subordinate staff; reviews, follows up on questionable issues and reviews all financials receipts, damage reports, employee incident reports, time sheets, etc. of staff for accuracy and completion.
- Develops technical data, reports, and study materials for presentation.
- May safely and humanely euthanize sick, injured, and/or aggressive animals consistent with agency policies.
- Participates in surveys and studies to evaluate the overall effectiveness and adequacy of the program and to prepare recommendations for improvements.
- Assists in the preparation of the department’s budget; compiles data and statistics to use in forecasting and in justifying the budget; monitors the department’s inventory of equipment and supplies.
- Participates in the recruitment, interview, selection, enrollment, orientation, placement, reassignment, and follow-up of volunteers, enrollees, and staff.
- Participates in outreach services; educates the public about animal issues and responsible pet ownership and promotes a humane and caring attitude towards animals.
- Keeps up to date with new and revised legislation or statutes, techniques and equipment used in providing animal services; updates and instructs staff of changes in laws and regulations governing the treatment, care and control of animals to the public.
- May appear in court and give evidence or testimony in connection with cases handled by the Animal Control and Protection Agency.
- Operates a vehicle to perform work-related travel.
- Performs other related duties as assigned.
Minimum Qualification Requirements
Training and Experience:
A combination of education and experience substantially equivalent to:
- graduation from an accredited college or university with a bachelor’s degree in business administration, public administration, animal science, zoology, veterinary medicine, or a related field (scan and attach your official college transcript to your application), and
- two (2) years of work experience in office management, program development, formulation of policies and procedures, or the conduct of studies to evaluate programs and to recommend improvements, of which
- one (1) year shall have been in an animal control agency, veterinary clinic, animal shelter, or related facility, and
- possession of a valid State of Hawai’i Driver License (Class 3) or any other valid comparable driver license at the time of filing. (You will be required to submit your valid driver’s license at time of hire.)
Note: Possession of a current CAETA Certificate of Completion prior to completion of probation.

Knowledge of: principles and practices of office management, animal shelter operations, field services, and humane care and control and protection of animals, laws, codes, ordinances, rules and regulations applicable to the proper care and control and protection of animals, principles and practices of supervision, leadership and coaching for optimal performance, principles and practices of project management, including planning, and scheduling, monitoring, and problem solving, basic use of common computer programs and report writing.
Ability to: communicate effectively, orally and in writing, to convey information to others, exercise judgment in responding to and resolving complex issues with staff and the public, work in stressful situations requiring negotiation and/or persuasion to de-escalate tense or time-sensitive situations in a manner that conveys confidence and promotes trust, act as a liaison to advise and resolve differences, interpret, apply, and enforce, federal and state laws, codes, and regulations relating to animals and animal control, effectively train, coach and work with staff to achieve designated goals, objectives, and assignments, and develop and maintain effective relationships with staff and other government and community agencies.
