Summary
Provides direction to and oversight of staff regarding all aspects of the services delivered by the Animal Control division. Assures division is adequately staffed, coordinates and collaborates with command staff relative to strategic planning, business planning, project planning, staffing plans, program and service delivery planning and animal control disaster recovery planning, etc. Identifies goals, objectives, methods, and resources that will result in optimizing processes for increased efficiencies. Performs work of significant difficulty independently. In conjunction with the Chief, provides QA & QI of services rendered. Additional duties include managing related activities, such as shelter support services and collaboration with other public safety/public service agencies, other law enforcement agencies, and provides direction to staff; drafting, submitting and enforcing Policies and Procedures, develops shift training, record-keeping of all pertinent documents, administrative and collateral duties as assigned (i.e. scheduling, timesheets, etc.) and executes all disciplinary and positive reinforcement actions for the Animal Control Officers (ACOs) as needed (includes providing assistance to the ACOs when appropriate).
Essential Job Functions
- Meets, performs, and utilizes all Essential Job Functions listed in the Animal Control Officer Job Description to include emergency call back duty.
- Plans, organizes, and directs employees in operational activities in the Animal Control division. Assures needed personnel and equipment are available and used efficiently. Attends management meetings to improve operating techniques. Conducts performance evaluations of assigned staff. Coordinates interactions with internal and external customers. Inspects equipment and arranges for necessary service, installation, or repair.
- Oversees ACOs, assists, and provides guidance and direction when necessary.
- Maintains records and repair logs for equipment and other related items pertaining to operational matters.
- Maintains and coordinates the ordering of supplies and equipment needed in the performance of the ACO’s duties.
- Exercises independent judgment and personal initiative and consults with management with regard to efficiency, suggested procedural changes, and innovative approaches.
- Acts as the liaison between the Animal Control Division and the Emergency Operations Center. Can be assigned to serve as a part of the Emergency Operations Center when activated. Coordinates the Animal Control Division’s response to emergencies and disasters to include the utilization of CART (County Animal Response Team) and its resources.
- Demonstrates technical expertise in the use of a variety of mission critical communications equipment, devices that use application software specifically designed for public safety resources in a multi-agency/multi-jurisdictional environment to include mobile and portable radios, mobile data computers and computer aided dispatch systems (police mobile).
- Complies with procedures and regulations set by CCG, DoES, Animal Control and the Charles County Sheriff’s Office.
- Performs other related job duties as assigned.
- Manages staff that are receiving requests for emergency and non-emergency services. Assures that the requests are processed correctly and that the appropriate resources (i.e. State, County and/or regional Law Enforcement, Fire, EMS, Emergency Management, Homeland Security or public service agency) are included in response configuration and assure incident specific information is relayed to appropriate agencies.
- Coordinates with the Chief relative to the planning, development, delivery, and documentation of quality assurance and improvement for the division.
Qualifications, Knowledge, Skills, and Abilities
Education and Experience:
Current Animal Control (Peace) Officer. Associate degree in related field. Five (5) years of experience as an Animal Control Officer, certificate of completion from the East Coast Animal Control Academy, or an equivalent combination of education, experience, and training.
Licenses or Certifications:
Valid, acceptable driver’s license.
Completion of CCG Leadership Academy (completion within first year)

Emergency Vehicle Operator Course (EVOC)

PHYSICAL DEMANDS
The work is sedentary with frequent periods of heavy exertion, and is performed in office, field settings and outside in varying weather conditions. Typical positions require workers to walk or stand for long periods; lift and carry up to 100 pounds; climb stairs, ladders and scaffolding; bend, kneel, crouch and crawl; reach, hold, grasp and turn objects; feel the size, shape and temperature of items; and use fingers to operate computer or typewriter keyboards; and requires the ability to speak normally, to use normal or aided vision and hearing, and to detect odors.
WORK ENVIRONMENT
Worker is continuously exposed to chemicals, zoonotic diseases, and subject to injuries at any given time. At times, may work outside in inclement weather and under undesirable and hazardous conditions. Works in conditions of varying noise levels and high activity.
