CURRENT HOURS AND STARTING TIME: Full-time (40 hours per week) position. The starting time for this position is currently 8:00 am but may change based on the needs of the facility.
GENERAL SUMMARY:
Under direction of the Director, Animal Control, provides administrative support utilizing a high degree of independent judgment. Compile and prepare reports, correspondences, and other necessary documents. Research, prepare, and direct grant applications. Reconcile financials and close grants that compliment Animal Control operations.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
Researches, develops, and leads grant proposal writing or applications that align with the mission of Animal Control.
Assists and coordinates the grant writing process and the reporting data for accepted grants.
Strategizes funding support and directs applications for grants that align with the mission of Animal Control.
Assists with budgetary and financial responsibilities including budget reports, budget adjustments, timekeeping, and payroll.
Compiles and assists with delivery of presentations of department requirements to the Macomb County Board of Commissioners and Office of County Executive.
Creates and issues correspondence related to departmental operations, including donor recognition, invoices, court documentation, and other documents.
Generates and maintains various regular and special reports utilizing State proprietary software.
Prepares and presents internal reports regarding departmental operations as directed by the Director, Animal Control.
Coordinates activities and serves as a liaison between Animal Control and local college veterinary degree programs.
Creates and maintains the department’s policies and procedures manual.
Ensures compliance with Macomb County policies and procedures including monitoring, verifying, entering, and maintaining timesheets, attendance records, payroll, budgetary adjustments, and other reports.
Oversees and maintains department efficiency including coordinating daily staff assignments, maintaining the staff calendar, and time-off approvals.
Participates and assists in reviewing, scheduling, onboarding, and training of new staff.
Assists the public with information regarding Animal Control policies, laws as well as reclaiming and adopting animals.
Monitors and updates the department’s information on Macomb County websites.
Operates an automobile to perform job functions.
Performs related duties as assigned.
QUALIFICATIONS
Required Education and Experience
- Associate’s degree from an accredited college or university in Business Communications, Accounting, Business Management, General Business, or a related field
- Three (3) years of progressive administrative support experience
- Previous grant writing experience
Preferred Education and Experience
- Bachelor’s degree from an accredited college or university in Business Communications, Accounting, Business Management, Accounting, General Business, or a related discipline
- Previous animal control experience
Required Licenses or Certifications
- Possession of a valid Michigan driver’s license and an operable insured automobile for authorized travel

Health, Dental and Vision Plans.
As part of our total benefit package, we offer health, dental and vision plans that provide flexibility and choice. Employees hired into the County after January 1, 2012 will have no monthly premium for single coverage, a monthly premium contribution of $100 for two (2) person coverage, and $150 for family coverage.

Macomb County understands the need to balance work life with home life. We have policies for paid time off (PTO), illness, and holidays.
Retirement System
Macomb County has a defined contribution 401(a) plan. The employee contribution is 3% of base wages and the County contribution is 6% of base wages per pay period. Employees are 100% vested after five (5) years of service.
Deferred Compensation
Macomb County employees are eligible to contribute up to fifty percent (50%) of gross salary or the annual maximum as established by the IRS (whichever is less) to a pre-tax savings plan. The County does not contribute to this savings plan.
Life Insurance
Macomb County offers life insurance provided by the employer for regular full-time employees. Additionally, the employer will provide a payroll deduction for employees wishing to purchase additional life insurance for their self, spouse, and eligible dependents.
Long Term Disability
Long-term disability coverage is effective the first day of the month following six (6) months of continuous employment. This benefit is intended for lengthy illnesses with a 180-day elimination period, paying 60% of an employee’s monthly income.
