Purpose of Announcement
EXAMINATION IS ANNOUNCED TO ESTABLISH AN EMPLOYMENT LIST TO FILL ONE (1) CURRENT WEST JEFFERSON VACANCY IN THE ANIMAL SHELTER DEPARTMENT.

This employment list will also be used for future EAST AND WEST Jefferson vacancies in this Department as they occur.
Kind of Work
This is primarily administrative work dealing with the daily operations and supervision of the Animal Shelter staff. This position is responsible for training and supervising staff as well as performing daily administrative activities. Helps develop and ensures compliance with Standard Operating Procedures related to clerical functions. Acts as direct Supervisor to clerical staff and oversees the operations of the front office including the delivery of the department’s services to the public. Interprets and ensures the Animal Shelter code of ordinances and departmental policies and procedures are being followed with regards to animal care and sanitation. Performs related duties as required. This position is an essential, emergency duty status worker and may not be relieved of duty when the Parish President or his designee recommends a voluntary or mandatory evacuation of Jefferson Parish. Employee must obtain the Certified Animal Euthanasia Technician (CAET) certification, issued by the Louisiana Board of Veterinary Medicine, within one (1) year of hire.
Minimum Qualifications For Admission to Examination
Current employment and permanent civil service status with Jefferson Parish; PLUS, at least three (3) years of experience* working for the Jefferson Parish Animal Shelter at the level of Animal Care Attendant II or above. Qualifying experience must include, or be supplemented by, at least one (1) year of full-time, paid experience (from any work setting) in the supervision/management of three (3) or more employees.
OR
Possession of a high school diploma or equivalent; PLUS, at least one (1) year of full-time, paid experience (from any work setting) in the supervision/management of three (3) or more employees AND at least three (3) years of paid experience* in one (1) or more of the following areas:
1. Humane care, collection, and disposal of sick, stray, and unwanted animals;
2. Animal control law enforcement;
3. Animal shelter administrative operations;
4. Animal healthcare tasks at the level of Veterinary Tech or above, to include physical inspection, medical assessment, and/or semi-technical medical functions for ensuring basic animal care.

*SUBSTITUTION: Six (6) credit hours of accredited college coursework in Animal Health, Veterinary Technology, or closely related may substitute for one (1) year of the required three (3) years of experience.

The examination may consist of a written test, a rating of training and experience, an oral interview or any combination thereof. If used, the rating of training and experience will be based on information on file with the Personnel Department. Vacation (Annual Leave)
Employees accumulate one half day of paid vacation for every two weeks worked.
Leave accrual rates increase with years of service. Any unused annual leave is
usually paid upon separation from Parish Employment.

Sick Leave
Employees accumulate one half day of paid sick leave for every two weeks worked.
Sick leave is available for personal illness, injury or medical consultations.

Holidays
Nine paid official holidays are observed, plus any holidays declared by Parish Officials.

Life Insurance
All regular employees receive a life insurance policy equal to one year’s salary.
Extra insurance may be purchased.

Medical Insurance
An HMO medical insurance plan is avalable for employees and their
dependents. Jefferson Parish pays 80% of the premium for employees and 50% of
the premiums for dependents.

A Flexible Benefits Plan
Employees have the opportunity to save money by paying for health
insurance and optional insurance with pre-tax dollars. A Flexible Savings
Account for Medical Expenses and Dependent Care is also available.

Retirement
Most regular employees belong to the Parochial Employees’ Retirement
System instead of the Social Security System. For employees hired after
January 01, 2007, a pension calculated at 3% of salary per year of service
is provided upon retirement at age 67 with 7 years of service, age 62 with
10 years of service, or age 55 with 30 years of service.

Tenure Payment
Employees are paid $25 per year of service in December of each year.
Employees must have worked two years before the first check is paid.

Deferred Compensation Plan(457b plan)
Similar to 401K programs, the 457b Deferred Plan allows employees to defer
up to $14,000 of pretax income each year to supplement retirement savings.
Pre-tax contributions can be cashed in upon retirement or termination without
penalty. This plan is provided by Nationwide Retirement Solutions 1-877-677-3678.

Special leaves of absence for military service, maternity leave, etc.
