Job Summary
Responsible for overseeing the streamlined operation of the IT applications department and to ensure it aligns with the business objectives of the organization. Develops and manages application portfolios for each department and to attain all IT service level agreements for the user community within the organization. Works closely with decision makers in other departments to identify, recommend, develop, implement, and support cost-effective application solutions for all aspects of the organization. Is responsible for maintaining, supporting, and upgrading existing systems and applications. Plans, coordinates, and directs all activities of the application department as well as providing direction and support for IT solutions that enhance mission-critical business operations while adhering to Information Technology Department and County administration policies. Applies proven communication skills, problem-solving skills, and knowledge of best practices to guide development team on issues related to the design, development, and deployment of mission-critical information and software systems. Participates in the development of Countywide information technology policies. Utilizes current Countywide and/or department specific software to complete assignments.
Minimum Qualifications

At time of application, applicants must:

1. Possess a Bachelor’s degree from an accredited college or university with a major in computer science or information systems, or related field of study.

2. Have ten (10) years of full-time relevant work experience with at least eight (8) years managing and/or directing a large IT application development organization.
