Position classification: Hybrid — Job duties and expectations allow for onsite and remote work scheduled every week. Employees in this classification are regularly scheduled onsite one (1) to four (4) days per week based on the County needs and as determined by Department Director. Hybrid classified roles can be onsite more than the set minimum based on employee preference.
What Success Looks Like In This Job
Perform complex professional work in computer applications systems development and administration to support Adams County administration business objectives.
The Department has elected to consider a range of experience for this vacancy. A candidates’ qualifications will determine the level at which they are hired.
Application Programmer/Analyst I: $29.018 – $40.625 (T11)
Application Programmer/Analyst II: $76,199.06-$106,678.69 (T15)
Application Programmer/Analyst III: $90,754.30-$127,056.02 (T18)
Examples of Duties for Success
- Performs a variety of complex and technical duties in the design, programming, testing, and maintenance of an assigned set of computer applications and/or data.
- Administers complex commercial off the shelf software applications.
- Works with end users to design application solutions under general supervision.
- Assists users in implementing and supporting application systems including installation, training, troubleshooting, and modifying and documentation.
- Maintains current working knowledge of all assigned applications systems and peripheral technology.
- Performs other related duties and responsibilities as required.
Qualifications for Success
- Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.
- Technical proficiency in programming scripting languages and development with an emphasis on Microsoft tools and technologies. Scripting languages include JavaScript and TSQL. Experience with Postman and API’s would be a plus.
- Thorough understanding of system analysis techniques, system design, industry standards, system implementation, user training, and follow-up.
- Ability to recognize and resolve system related problems, perform multiple tasks concurrently, respond to emergency situations effectively, and follow department guidelines.
- Experience with Accela Civic Platform including AA, ACA, scripting, mobile, and on-premise administration. Experience with Crystal Reports, BusinessObjects Enterprise, and SharePoint would be a plus.
- Communicate clearly and concisely both orally and in writing.

Application Programmer/Analyst I:
- Experience: A minimum of one (1) year of related job experience is required.
- Education & Training:
- High school diploma or GED Equivalent.
- An associate’s degree with emphasis on technology is preferred.
Application Programmer/Analyst II:
- Experience:
- A minimum of three (3) years of related job experience
- Technical proficiency in programming languages and development with an emphasis on Microsoft tools and technologies.
- Thorough understanding of structured programming principles, system analysis techniques, system design, industry standards, system implementation, user training and follow-up.
- Must be able to demonstrate a working knowledge of database administration with MS SQL Server and related principles such as performance, disaster recovery, security, etc…
- Experience with any of the following applications would be a plus: JD Edwards EnterpriseOne, SharePoint, Accela Automation, Cartegraph, OpenText eDocs, Kofax, Ultimus, Oncore, CME/VAST, Moodle, Crystal Reports, BusinessObjects Enterprise.
- High school diploma or GED equivalent.
- A Bachelor’s degree in technology is preferred.

- Experience: A minimum of six (6) years of related job experience.
- Education and Training:
- High school diploma or GED equivalent.
- A bachelor’s degree in technology is strongly preferred.
