GENERAL DESCRIPTION
This posting is for the fulfillment of an Appraiser I or Senior Appraiser position. The position will be filled as either an Appraiser I or Senior Appraiser contingent on the selected candidates’ work experience, knowledge, skills, abilities, and qualifications focusing on commercial and industrial properties.

Appraiser I General Statement of Duties:
Performs difficult professional work in appraising residential/rural real property for assessment purposes. Conducts field inspections of properties to be appraised, collects data for new construction and appraises properties with splits or rezoning. Assists the public with questions concerning assessments and performs duties to assist the Director of Real Estate Valuation. Work is performed independently but is subject to administrative review by the Director of Real Estate Valuation. An employee in this class must be thoroughly familiar with the methods and techniques involved in appraising real property, and with the laws and ordinances governing real property tax assessments. Performs other duties as assigned.

Senior Appraiser General Statement of Duties:

Performs difficult professional work appraising residential, commercial and industrial real property. Conducts field inspections of the properties to be appraised using Cost/Market and Income Approach to values. Collects information on new construction and income on new and existing income producing properties. Has knowledge to add new subdivisions, splits and deletes of property-to-property tax rolls. Assists public with questions concerning assessments and performs duties to assist the Director of Real Estate Valuation. Work is performed independently but is subject to administrative review by the Director of Real Estate Valuation or the Assistant Director of Real Estate Valuation. An employee in this class must be thoroughly familiar with the methods and techniques involved in appraising real property and with the law and ordinances governing real property tax assessments. Supervision may be exercised over assigned Appraisers. Performs other duties as assigned.

ESSENTIAL JOB FUNCTIONS
Appraiser I Essential Job Functions:

  • Collects, produces, and analyze statistical and market data and identifies economic factors affecting property valuation.
  • Conducts field inspections to verify data on existing structures or to measure and collect data on new structures and accurately maintaining data on a CAMA system.
  • Reviews and interprets building plans verifying new construction data and correctly sketched buildings.
  • Analyzes and interprets recorded legal instruments and other source documents to accurately and effectively to establish residential property values.
  • Monitor county zoning cases and other factors that impact property valuation.
  • Communicate with taxpayers, real estate professionals, Board of Equalization Members, tax reps, other county employees to resolve valuation question and explain all aspects of property assessment programs.
  • Collect evidence for Board of Equalization Hearings
  • Working knowledge of basic principles and practices of property appraisal and appraisal terminology as it pertains to residential properties.
  • Adequate knowledge and ability to read building plans and blueprints.
  • Communicate effectively orally and in writing.
  • Operate a personal computer and related software.
  • Develop and maintain effective working relationships with internal and external customers.

Senior Appraiser Essential Job Functions:

  • Collects, produces, and analyze statistical and market data and identifies economic factors affecting property valuation.

Senior Appraiser Non-Essential Job Functions:

  • Performs a variety of tasks to assist in the operation of the Department of Real Estate Valuation

REQUIREMENTS/PREFERENCES
Appraiser I Education:
Required: High School Diploma or equivalent
Preferred: Associate’s degree from an accredited college with major coursework in business administration, real estate or a related field

Senior Appraiser Education:
Required: Bachelor’s degree from an accredited college or university with course work in Real Estate, Business or a related field.

Appraiser I Experience:
Required: Two (2) years’ experience

Senior Appraiser Experience:
Required: Ten (10) years’ experience in real estate appraisal, including five (5) years in valuing commercial, industrial and special use property

Appraiser I Certifications/Licenses:
Required: Valid Virginia driver’s license with good driving record

Senior Appraiser Certifications/Licenses:
Required: Valid Virginia driver’s license with good driving record. Designation through IAAO. Commonwealth of Virginia Appraisal Certification

Appraiser I Knowledge, Skills and Abilities:

  • Thorough knowledge of the principles, methods and techniques of appraising real property; laws and ordinances governing the appraisal of real property.
  • Ability to analyze facts affecting property values and use of sound judgment in determining property values.
  • Ability to develop and express ideas effectively in oral and written form and to establish and maintain effective working relationships.
  • Proficient in personal computer skills with software including Word, Excel and CAMA system.
  • Knowledge of construction terminology and ability to interpret building plans.
  • Ability to analyze data and perform mathematical calculations
  • Ability to utilize measuring devices to gather field data

Senior Appraiser Knowledge, Skills and Abilities:

  • Thorough knowledge of the principles, methods and techniques of appraising real property and of the laws and ordinances governing the appraisal of real property.
  • Ability to analyze factors affecting property values and to use sound judgment in estimating property values.
  • Ability to supervise the work of others.
  • Ability to develop and express ideas effectively in oral and written form.
  • Ability to establish and maintain effective working relationships with other employees and to deal tactfully and impartially with the public.
  • Mastery knowledge of all principles and practices of property appraisal and appraisal terminology as it pertains to residential, commercial, industrial and special use properties
  • Ability to analyze data and perform advanced mathematical calculations
  • Ability to utilize measuring devices to gather field data

Appraiser I and Senior Appraiser Additional Requirements:
Subject to a complete criminal history background search with acceptable results. Must also be able to perform the job as described in the Physical and Environmental Demands section of this job description.
