This is administrative supervisory work responsible for the overall aquatic operation offered through the Parks and Recreation Department including overseeing aquatic recreation facilities, programs, and activities. Work involves developing policies and procedures; oversight of payroll and contractual services; coordinating budgeting and purchasing efforts; coordinating the hiring, training, evaluation and separation of all aquatic personnel; and supervising numerous aquatic staff in compliance with rules and regulations.
SUPERVISION
Work is performed under the general direction of the Special Projects Administrator. Employee must be able to exercise independent judgment, have the ability to develop, implement, monitor comprehensive policies and procedures, manage staff, handle interpersonal and disciplinary situations, oversee payroll and independent contracts, develop and monitor budgets and inventory control, ensure proper systems are in place and effective, establish effective goals and objectives and performance measures, and effectively manage aquatic facilities and services. Work is reviewed through meetings and performance appraisals.
ESSENTIAL FUNCTIONS OF WORK
(May not include all duties performed.)
Manages aquatic facilities; monitors and maintains proper chemical water balance; monitors numerous chlorination and water filtration systems; coordinates daily cleaning of aquatic facilities; coordinates maintenance of pumps and filtration systems; enforces facility security policies; ensures public safety and cleanliness of aquatics facilities.
Supervises and assigns full-time and part-time staff; recruits, interviews and hires employees; provides proper training; conducts performance evaluations; approves leave; makes recommendations for discipline; prepares and submits timesheets for payroll; ensures concession and pool revenues are accounted for on a daily basis.
Ensures compliance with departmental standards, City codes, pool safety standards, OSHA and ADA guidelines; maintains accurate safety records including MSDS files, right to know information, injury and accident reports.
Plans and coordinates seasonal aquatic programming; develops and oversees swimming and aquatic classes and programs; writes program descriptions; enters data into program registration software; monitors registration and attendance of classes and programs; assesses feasibility and public interest; evaluates and revises programs based on interest and attendance; cancels classes and programs as needed; submits reports on programs and activities.
Maintains work schedules of staff to ensure safe supervision of all public swim times and rentals; coordinates services offered; schedules use of pool by swim teams and user groups; oversees contracts for rental of aquatic facilities.
Prepares and monitors annual program budget; monitors revenues; provides ongoing financial, activity, and attendance information and reports to supervisor; prepares purchase requisitions for all aquatic equipment, supplies and facility needs; maintains personnel and administrative records and reports.
Handles complaints and solves programming problems; negotiates with participants.
Conducts first aid, CPR, lifeguard, water safety and rescue instructional sessions.
Develops and recommends policies and procedures concerning operation and programming of aquatic and recreation programs to meet community needs.
Performs community center manager-on-duty responsibilities; opens and closes facility; oversees front desk operations and money handling procedures; ensures patron safety; set up and disassembles rooms; coordinates with facility staff.
Assists with maintaining standards to meet National Agency Accreditation requirements.
Assists in developing and executing short term and long term goals and objectives for the Department.
Performs other related duties as assigned.
MINIMUM REQUIREMENTS OF WORK
Possession of Bachelor’s degree in parks and recreation or related field and/or a minimum of 5 years of progressively responsible experience in aquatic facility management and recreation programming including supervisory experience (and certification as a Parks and Recreation Professional preferred); or any equivalent combination of training and experience which provides the following knowledge, abilities, and skills:
Considerable knowledge of the principles, practices and methods of public aquatic facility management, pool operation and recreation programming.
Considerable knowledge of first aid, CPR, lifesaving, water safety and rescue principles, practices, techniques and equipment.
Considerable knowledge of federal, state, and local laws, regulations and standards relating to public recreation.
Considerable knowledge of safety standards and precautions for recreation programs.
Knowledge of water chemistry.
Knowledge of principles and practices of management and supervision.
Knowledge of City personnel rules, policies, and procedures.
Ability to manage and maintain a multi-facility aquatic recreation program.
Ability to coordinate, assign, train, supervise, coach, guide and evaluate the work of program staff.
Ability to develop and evaluate programs and services that meet basic and recreational needs of the community.
Ability to interpret, apply and enforce City policies, rules and procedures.
Ability to communicate effectively, both orally and in writing, with other employees, community groups and the general public.
Ability to prepare clear and concise written reports and keep accurate records.
Ability to use a computer, applicable software programs and modern office equipment.
HEALTH BENEFITS
Employees pay 15% of the monthly medical insurance premium though United Healthcare which includes prescription coverage. Employee, Employee plus child(ren), Employee plus spouse and family coverage is available. However, a spouse who has affordable health care coverage through their employer must elect that coverage as primary. The City health care plan is a high deductible healthcare plan.
HEALTH SAVINGS ACCOUNT
Annually, the City will deposit 85% of your health insurance deductible amount into an HSA account in your name.
VISION AND DENTAL
The City pays 100% of the premium for dental and vision. Coverage levels will be explained in further detail at time of hire.
LIFE INSURANCE
The City pays 100% of the premium on a $100,000 life insurance policy for employee and $10,000 for spouse and $5,000 for child.
RETIREMENT PENSION
The City contributes 14% monthly toward retirement benefits offered through the Ohio Public Employee Retirement System. The employee pension payment share is 10% of gross salary.
VACATION
New employees accrue two weeks of paid vacation every year. Vacation time increases with length of service time.
PERSONAL LEAVE
Employees receive 6 prorated days of personal leave annually.
