Architect 2
(Real Estate Services Division)
**This position will cover projects primarily in King, Snohomish, Skagit, Whatcom and Island Counties with frequent travel to job sites required. After the initial probationary period, this position is eligible for full-time telework within Washington State, with the expectation to participate in occasional on-site trainings and/or meetings at the Olympia office. During the probationary period, it is expected that the incumbent will report to the Olympia office 1-2 days per week, unless other arrangements are made.**

Who we are looking for
We are seeking an Architect 2 to support the mission of Real Estate Services by providing safe and secure leased facilities for our client agencies through effective design and project management. In this role, you will coordinate with managers and staff from state agencies, boards and commissions, code officials, and property owners or their agents, to ensure the facilities leased for use by the state meet program needs and use public resources effectively and efficiently.
The ideal candidate will be experienced in the design and planning of office space for large organizations, and knowledgeable in the theory and principles of architectural design and commercial building construction administration. Proficiency in design and drafting using Computer Aided Design software such as AutoCAD or REVIT is required. You will need to be able to adapt easily to changing conditions and work responsibilities. Creative and innovative thinking will be key in seeking opportunities for creative problem solving. Clear and effective communication skills are required as this role communicates regularly with management, administrative and contracts specialists, leasing agents, client agencies, lessors, and contractors to effectively perform their duties.

Duties
Some of what you will enjoy doing:
- Manage the design process for leased state facilities to ensure agency requirements are met. This includes new space projects, alterations to existing space, and other tenant improvement projects.
- Facilitate programming and planning of client space in coordination with agency representatives, and in alignment with OFM Modified Pre-Design approval.
- Utilize CAD to produce designs, ensuring compliance with OFM’s Space Use Guidelines, state statues, all applicable building codes, and the Americans with Disabilities (ADA).
- Provide professional review of plans and specifications from other program staff and from agency planning staff. Evaluate code compliance of existing spaces and proposed designs.
- Develop project schedules; communicate with agency representatives, RES management, leasing agents and building owners about critical timeline issues.
- Review building plans and specifications provided by the building owner or developer’s architect/engineer to ensure compliance with state-approved plans and specifications for the design project.
- Conduct and/or evaluate cost estimating of construction based on programming and design.
- Approve cost proposals for tenant improvements, with agency management.
- Administer construction of new space and tenant improvement alterations.
- Review construction work schedule, monitoring critical path items to assure timely project delivery.
- Facilitate communication between client agency and Lessor.
- Coordinate any tenant improvement or special equipment needs as required by client agency.
- Monitor construction progress to ensure compliance with state approved plans and specifications.
- Attend construction meetings and provides meeting minutes for agency related issues.
- Review change order requests and facilitate approvals.
- Process and approve applications for payment.
- Perform punch list inspections with follow up review to determine substantial and final completion.
- Issue Authority to Pay to agency for tenant improvement projects.
- Participate in market search and request for proposal processes for leased state facilities.
- Participate in the lease renewal process.
Qualifications
Required Qualifications:
- A Bachelor of Architecture or Master of Architecture, or closely allied field; AND
- Registration as an architect in Washington State or in a state having reciprocity; AND
- Two (2) years of experience as an architect subsequent to registration; AND
- Valid Driver’s License.
In addition to the required qualifications, the below knowledge, skills, and abilities are required. (Experience can be gained concurrently):
- Experience with current version and proficiency equal to 20 hours per week over the most recent 2-year period using Computer Aided Design software such as AutoCAD or REVIT.
- Proficiency in Microsoft Office including Word, Excel, and Adobe Acrobat Pro.
- Knowledge of construction documents including drawings, specifications, and construction contract procedures, evidenced by 5 or more years’ experience in the design or construction industry.
- Knowledge of theory and principles of architectural design and construction. Emphasis on programming, planning, design, building codes, cost estimating, and construction of commercial buildings.
- Knowledge of current building materials and systems.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees’ Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems’ web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
