Lake County seeks a positive, organized individual to provide support to county staff for all requirements related to American Rescue Plan Act (ARPA) funding administration, compliance and reporting requirements. This position performs a wide variety of duties and responsibilities, including grant administration, ensuring compliant implementation, management, evaluation, and closeout of grants according to rules and regulations. It performs various duties associated with overseeing sub-recipients, including enforcing contracts, compliance monitoring, reporting, and training. This position involves interpersonal relationships within the Department, external and internal partners, and the public, requiring a high degree of professionalism, tact, good judgment and communication skills. The selected candidate must be willing to work 40 hours a week, both onsite in Waukegan and remotely.
This temporary position is contingent upon grant funding.
Essential Functions
- Performs a broad range of professional duties and project management to assist with the overall operations of ARPA grant programs.
- Assists with the development of grant applications and preparing funding recommendations.
- Participate in developing policies and priorities for assigned projects within the federal regulation guidelines.
- Coordinate project monitoring, including contract monitoring, site visits, detailed file documentation, regulatory compliance monitoring, spending rates, and timely project milestones.
- Ensure grant compliance per conditions of grant agreements, contracts, expenses and activities.
- Research, collect and assemble data and background materials for a variety of reports and projects.
- Verify and review materials for completeness and conformance with established regulations and procedures.
- Develop schedules, timelines, and prioritize projects in accordance with the program goals and required expenditure rates.
- Review grant draw-down requests, track project budgets and balances, and recommend budget modifications.
- Input, modify, and retrieve data from database systems; accurately generate required reports and plans for the US Department of Treasury.
- Maintain and/or interpret technical documents and tools such as applications, legal contracts/agreements, monitoring tools, and activity reporting forms.
- Conduct compliance and performance monitoring of grant-funded projects and activities.
- Ensure program compliance with federal grant requirements and County requirements
- Monitor and ensure accurate reporting requirements for grant projects.
- Interpret and apply federal, state, and local regulations to make sound programmatic recommendations to leadership.
- Interface with several Adams County departments, external partners, grant recipients, and county leadership.
- Provide on-site training and technical assistance to county and non-county personnel regarding program development, fiscal and programmatic reporting, and program regulations.
- Conduct a variety of research and data analysis.
- Participate in continuous review and educational training of regulations and policies.
- Perform other related duties and responsibilities as required.

Experience
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
- Two (2) to four (4) years of experience, including grant management experience.
- Subrecipient monitoring experience is a plus.
- Government experience preferred.
