Education and Experience: Bachelor’s Degree or higher, in Business or Public Administration, Political Science, Art Education, Public Relations, Communications, Marketing, or a related field and four (4) years of special event or public program coordination experience.

Licenses and Certificates: Valid Texas Class “C” Driver’s License or equivalent from another state by time of appointment.

General Purpose

Under general supervision, coordinates the Artist and Farmers Market Program and special event markets and assists with other departmental special events.

Typical Duties

Develop, coordinate and implement the weekly Artist and Farmers Market Program and markets for special events throughout the City. Involves: Coordinate art and food vendors, event supplier vendors, volunteers, the public, and media from inception to completion. Organize, schedule, develop and implement all aspects of events and coordination. Organize, schedule, develop and implement all aspects of events and coordination. Coordinate the market vendor selection process, contract negotiation, vendor selection and setup and secures all artists for the program. Track Artist and Farmers Market and special event market applications and weekly attendance. Verify artist and farmer eligibility and merchandise/produce. Conduct site visits at artist studios, farms, processing facilities to ensure local product integrity. Process all vendor selection, permit and related forms. Coordinate schedules of Artist and Farmers Market and special event market staff, including temporary contractors. Train and coordinate the work of volunteers. Verify that necessary supplies and equipment are available. Plan and implement public relations, stakeholder meetings, quarterly vendor meetings, community meetings and marketing activities for the promotion of program and events. Ensure activities meet the needs of the community, and are in compliance with all laws, policies, regulations and goals. Coordinate with other City departments, and community agencies. Maintain complete and accurate records of program activities and vendor lists. In conjunction with supervisor, ensures that program expenses are maintained within budgetary guidelines. Assist with other MCAD and City-wide events and programs as needed. Monitor events and programs in progress and resolve problems that arise.

Coordinates the Artist and Farmers Market and special event market logistics. Involves: All on-site set-up, operation and breakdown. Coordinate artist and vendor logistics including, but not limited to the following: development, review of and adherence to contract specifications; coordination of exhibit and vendor setup; secure and ensure compliance with required permits for all program components; coordinate street closures, signage, security personnel and waste management services; troubleshoot any problems that arise; coordinate timely payments by artist or vendors; and coordinate the lease of equipment as required by contract. Develop and maintain a database of artist applicants. Purchase program materials while adhering to the City of El Paso procurement policies and procedures. Enforce Artist and Farmers Market policies and rules. Actively promote the market to stakeholders and at community meetings and on social media. Research grant opportunities and other funding sources to obtain additional funding. Write grant proposals and monitor programs and projects.

Represent the city and assist with initiatives and projects. Attend various meetings and conferences and interact with a wide range of officials, departments and the public. Assist with the implementations of market events. Prepare comprehensive detailed reports on activities and projects.

Supervise assigned staff to include stagehands, interns, teaching and performing artists, event volunteers and technical/artistic contractors. Involves: schedule, assign, instruct, guide and check work. Appraise employee performance. Provide for training and development. Enforce personnel rules and regulations and work behavior standards firmly and impartially. Counsel, motivate and maintain harmony. Interview applicants. Recommend hiring, terminations, transfers, discipline and/or other employee status changes.
