Position to be assigned to KidZone or Club West sites, working with youth between the ages of 5 and 14. Typical work hours are Monday through Friday, 2:00 p.m.–6:15 p.m., 20-29 hours per week. Training, meetings and special events are scheduled on some evenings and Saturdays. This recruitment is to fill positions that are funded by the After School Education and Safety Grant Program (A.S.E.S. Grant) to provide after school care at various Washington Unified School District sites.

DEFINITION: The Program Site Leader assists in planning, coordinating, implementing and supervising the After School Education & Safety (ASES) Program, projects and activities at various sites, including but not limited to parks, school sites, recreational facilities and administrative offices.
SUPERVISION RECEIVED AND EXERCISED: Receives general direction from the Recreation Supervisor I/II or designee. May exercise supervision over assigned extra help staff and volunteers.
CLASS CHARACTERISTICS: This is a part time; extra help position in the Parks & Recreation Department. The Program Site Leader is distinguished from the Program Leader by the performance of more complex and difficult tasks requiring greater independence and judgment in completing assigned programs, projects, or activities.

- Plans, coordinates, implements, promotes, evaluates, and supervises a variety of department programs, projects, and activities.
- Supervises assigned staff and volunteers.
- Provides instruction and in-service training for subordinate staff.
- Inspects assigned facilities and/or equipment and recommends any necessary repair, maintenance and/or supplies.
- Implements program within City and grant requirements.
- Promotes and practices safety procedures in assigned programs.
- Completes written reports and records as required.
- Performs a variety of clerical/administrative work as necessitated by the assignment.
- Performs related duties as assigned.
- Plans, organizes, coordinates, implements, and participates in age appropriate, engaging, hands-on activities.
- Interacts and stimulates interest while conducting and supervising program activities including, but not limited to sports, STEM, art, SEL, tutoring, social activities.

- Monitors students’ whereabouts
- Maintains program registration, attendance, emergency contacts.
- Assists in monitoring and organizing attendance functions, prepares letters, and calls parents as needed regarding absences and enrollment.
- Facilitates coordination of homework, enrichment and recreation for students enrolled.
- Coordinates special event details and schedules.
- Generates requests and orders supplies and or materials.
- Promotes and ensures safety procedures are in place and followed by all participants, staff, and guests to ensure the health, safety, and welfare of students.
- Secures and stores program supplies and materials to ensure its safety.
- Assists in evaluating the staff performance.
- Maintains records of student attendance, accounting, and preparation of reports
- Communicates with school administration, teachers, students, parents and district personnel regarding student progress, discipline, campus safety, attendance, and other related topics as assigned.
- Coordinates with the Principal to maintain communication with the community and parent groups.
- Implements appropriate disciplinary action, when necessary, within the scope of district policy, rules, and procedures
- Assists with emergency situations in cooperation with staff and public safety agencies.
- Assists in the implementation of policies, regulations, guidelines, and procedures pertaining to school safety, academic success, student behavior and attendance.
EDUCATION AND EXPERIENCE: Any combination of training and experience which would provide the required knowledge and skill. A typical way to obtain the required knowledge and skill would be:
Education: High school diploma or equivalent; a minimum of twenty (20) semester units of related college education preferred.
Experience: One (1) year of increasingly responsible related experience, including supervisory experience.
LICENSES AND CERTIFICATES: Possession of a valid California driver’s license; and current Cardiopulmonary Resuscitation (CPR) and Multi-Media and/or Standard First Aid certificates prior to placement at worksite. Depending upon assignment, may be required to obtain a Class “B” California driver’s license within thirty (30) days of employment. Successful completion of the NCLB test or proof of 48 college units.
WORKING CONDITIONS: May be required to attend off-hour meetings. Incumbent may be exposed to weather conditions while performing some duties outdoors. Prior to placement at the worksite, the employee must positively pass a fingerprint check and drug screen.
PHYSICAL DEMANDS: Mobility to work in a standard office environment, use standard office equipment and attend off-site meetings. On an intermittent basis, sit at a desk for long periods of time; intermittently walk, stand, bend, squat, twist and reach while performing office duties; lift light weights. Manual dexterity to use standard office equipment and supplies and to manipulate both single sheets of paper and large document holders (binders, manuals, etc.); vision to read handwritten and printed materials and a computer screen; hearing and speech to communicate in person and by telephone; may supervise children and be required to kneel, sit in low chairs, or sit on floor for prolonged periods; must be able to sustain posture in a seated position for prolonged periods of time.
ENVIRONMENTAL ELEMENTS: Work in an office or field environment with moderate noise levels, controlled temperature conditions and no direct exposure to hazardous physical substances. Employees may be exposed to inclement weather conditions if working in a field environment. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing department guidelines, policies, and procedures.
An applicant who qualifies for veterans’ preference and successfully places on an eligibility list for initial entrance into employment with the city shall be advanced one rank on the final eligibility list. Where there are five (5) or less qualified applicants, no veterans’ preference shall apply and all applicants shall be placed on the certification list forwarded to the departments for hiring consideration. The exercise of veterans’ preference shall be exhausted upon appointment to a regular position from an eligibility list.
Extra Help positions with the City of West Sacramento are designated Tier I or Tier II extra help employees. Those hired as Tier I extra help employees must work less than 1,000 hours in a fiscal year and are not eligible for any City provided benefits, other than those required by law.
Those hired as Tier II extra help employees are scheduled to work beyond 1,000 hours in a fiscal year, but not more than 1,500 hours. Tier II extra help employees receive pro-rated vacation, sick leave, and holiday benefits and are enrolled in the city’s CalPERS retirement plan.
The City does not participate in full Social Security, but does participate in Medicare. Extra help positions are considered “at will” positions.
