DEFINITION:
Under general direction, develops, implements and maintains an Asset Management Program for City of Indio’s assets to improve the reliability and resiliency of City infrastructure by evaluating, promoting and implementing best practices in asset management; working with consultants and City staff to identify and prioritize business needs; managing asset inventories and updating geographic information system (GIS) layers; developing condition assessment strategies and managing asset risk/prioritization; assisting with capital project prioritization and updating asset renewal and replacement schedules; performing asset risk/reliability analyses; and working closely with I.T. staff to integrate the asset management program with existing information technology systems such as the financial system, GIS, and computerized maintenance management system (CMMS). Initial focus will be on water assets. This position is responsible for integrating engineering, operations, resources, and finance functions to develop & implement long-range capital improvement planning with the objective of maintaining, renewing, and or replacing the Indio Water Authority’s (IWA) infrastructure.
DISTINGUISHING CHARACTERISTICS:
The Asset Management Supervisor is an experienced professional level classification responsible for providing leadership, guidance and technical expertise for the Asset Management Program. Successful performance requires a thorough knowledge of the daily operations of public works/utility systems operations, GIS, and CMMS applications.
Duties
SUPERVISON RECEIVED/EXERCISED:
Receives general direction from the Water Operations Manager. Exercises supervision over assigned staff.
ESSENTIAL FUNCTIONS: (include but are not limited to the following)
- Collaborate with vendors, consultants, and City staff to gather asset data and develop comprehensive asset registers as the foundation for the Asset Management Program; creates new asset entries and modifies asset characteristics/descriptions, such as cost, group, type, location, or criticality, as necessary.
- Manages the Asset Management Program, including tracking existing assets, addition of new assets, performance tracking for operations and maintenance (O&M) activities, implementation of standardized business processes, and related reporting; maintains the integrity and accuracy of asset register by tracking and updating asset acquisition, replacement/decommissioning, and associated replacement costs and condition assessment.
- Direct the development of procedures to collect and maintain data records, including assignment of asset codes, asset data catalogs, and population of life cycle costs, timing and criticalities; establishes and maintains documentation on asset, workflow, and system configuration.
- Direct the identification of types of maintenance activities for asset classes; collaborates with others to develop detailed job/work plans (tasks, resources, parts, duration, frequency, etc.) for preventive and corrective maintenance repair/replacement activities.
- Collaborate with Operations and Maintenance staff to incorporate preventive/recurring maintenance activities into the CMMS; guides the development of tailored and standardized reporting structures within the CMMS program, as needed, to provide quantifiable performance metrics and other related statistics; ensures that analytical reports can meet regulatory reporting requirements.
- Provides daily customer service and long-term guidance to CMMS users in the operation and capabilities of the program; leads the development of maintenance management, control policies and procedures, and develops protocol for the standardization of data collection and entry.
- Assists management in identifying and minimizing lifecycle costs through the development of condition assessment processes and preventive maintenance strategies to reduce unplanned repair and replacement.
- Collaborates with Division managers, supervisors, and staff to create and update job/work plans, preventive maintenance schedules, and system/asset information; assist staff with field asset registration/maintenance activities, asset data/work order updates, as needed; analyzes and provides status reports on operations and maintenance activities, key performance indicators, and asset failure codes.
- Collaborates with IT and Finance staff to integrate and support the integration of asset management into the financial/utility system and the financial models used for planning, budgeting, and acquisition.
- Develops and maintains database and filing systems for asset, engineering and operational records; generates maps and visual aids reports, analyzes records, and develop quality control procedures to ensure accuracy, completeness, and consistency; formats data records and/or facilitates transfer of files into GIS database; works with I.T. staff and/or consultants to improve database interface.
- Participate in hiring, supervising, training and evaluation assigned staff; define and monitor staff performance requirements; prove coaching for performance improvement, and take disciplinary action for performance deficiencies.
OTHER DUTIES: (include but are not limited to the following)
- Trains and assists other City staff in utilizing CMMS; collaborates with CMMS users on system and business process enhancements.
- May work outdoors occasionally to inspect and gather data related to assets, including but not limited to fire hydrants, meters, water valves, and backflow prevention devices.

Qualifications
MINIMUM QUALIFICATIONS: (The following are minimal qualifications necessary for entry into the classification.)
Education:
The required qualification is to possess a Bachelor’s Degree in Finance, Accounting, Geography, Computer Science/Information Technology, Planning, Public Administration, Engineering, or a closely related field. Two years of direct responsible GIS support and asset management experience using Esri ArcGIS and Cityworks (preferably in a public works or utility capacity) will be considered equivalent to one year of college level education.
Experience:
The required qualification is to possess four (4) years of increasingly responsible asset management or systems experience, which must include two (2) years in a lead or supervisory position. Experience with a public utility performing CMMS (Cityworks preferably) and/or GIS data management is desirable.
Direct experience with day-to-day operations of field staff performing all aspects of infrastructure maintenance, operations and response is highly desirable.
License/Certificate:
Possession of a Certificate of Completion of a formal course of instruction in the use of ArcGIS or AutoCAD from a recognized college, university, or an accredited trade school/vocational school or software vendor is required, or ability to obtain one within 12 months of hire; a Water Distribution Certification, Associate Water Asset Manager (AWAM), or Professional Water Asset Manager (PWAM) certification is desirable.

MEDICAL/DENTAL/VISION INSURANCE: A flex benefit is provided monthly. There are several medical insurance programs, two dental plans and one vision plan from which to choose.
RETIREMENT: City participates in the 2% @ 62 for new PERS miscellaneous members and 2.7 @ 57 for New PERS sworn program. The City also participates in social security. Please contact Human Resources if you are an existing PERS member.
DEFERRED COMPENSATION: Voluntary employee contribution, a choice of two 457 plans.
VACATION LEAVE: Based on length of employment with the City. 0<4 years = 3.08 hours, 4<7 years = 4.62 hours, 7<10 years = 5.54 hours, 10 years = 6.15 hours, 11 years = 6.46 hours, 12 years = 6.77 hours, 13 years = 7.08 hours, 14 years = 7.39 hours and 15 more years = 7.69 hours.
Maximum vacation accumulation shall be three (3) times that employee’s annual accrual coinciding with his/her current rate of earning. Upon reaching this ceiling, no more vacation shall accumulate until vacation is taken.
HOLIDAYS: City observes thirteen (13) holidays each year.
LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 60 day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances providing 100% of pay.
LIFE INSURANCE: $50,000 term life. Premiums paid by the City. Additional Supplemental Life plan is available for purchase.
MILEAGE: Employees who are required to use their personal vehicles for City business shall be reimbursed at the Internal Revenue Service (IRS) standard mileage rate.
EDUCATION REIMBURSEMENT: May be reimbursed for actual cost, subject to availability of funds.
