General Description and Classification Standards

The individuals in this position perform legal research and provide administrative support within an assigned department. Duties include but are not limited to supervising staff; researching laws; preparing legal documents; conducting interviews; drafting legislation; and managing filing systems. This is a professional level capable of carrying out most assignments typical of the profession with limited guidance or review.

Essential Duties & Responsibilities These are typical responsibilities for this position and should not be construed as exclusive or all inclusive. May perform other duties as assigned

  • Researches federal, state, and local legislation; prepares briefs; and performs other duties as necessary to respond to legal queries or update staff on changes in legislation.
  • Prepares and files legal documents and performs other duties as necessary to respond to Writs of Certiorari and other legal actions.
  • Drafts proposed legislation; reviews and/or prepares recommendation on changes to bond fees or other legislation; maintains and updates Code of Ordinances and performs other judicial related functions, as necessary.
  • Manages Court Appointed Attorney Program which involves selecting and assigning attorneys; and performing other duties as necessary to coordinate court appointed legal representation.
  • Manages filing system and law library and performs related record-keeping/research functions.
  • Conducts court directed interviews, gathering information from other courts, compiling reports, and overseeing compliance with special judicial orders.
  • Creates and updates documents and tools to aid the judges in court or administrative duties; designs and implements administrative procedures, directed by the judges; coordinates special projects.
  • Attends meetings, provides presentations/recommendations, and performs other duties as necessary to obtain or provide information on relevant issues.

May work independently or with other staff with responsibility for completion of assigned tasks; has the authorization to use independent judgment in routine and non-routine situations.

Routinely provides work group leadership, guidance, and/or training to less experienced staff.

Knowledge, Skills & Abilities This is a partial listing of necessary knowledge, skills, and abilities required to perform the job successfully. It is not an exhaustive list.

General knowledge of statutory, criminal, constitutional, and case law; knowledge of pleading and practice, evidence, and judicial procedures; general knowledge of the terminology of court procedures and system; good working knowledge of court procedures and methods as required in the performance of duties. Skills in listening and communicating exceptionally to effectively convey information verbally and in writing. Ability to research, investigate, organize and draft facts and legal precedents in legal cases, apply pertinent laws or procedures and draft legal memoranda, answer, order, legislation, etc.; ability to compile, organize, prepare and maintain an assortment of records, reports and information in an effective manner and according to departmental and/or governmental regulations; ability to supervise and manage the administration functions of the courts; ability to communicate effectively and interact with the judge, court management and staff, employees, and all other groups involved in the activities of the City as they relate to the courts; mathematical ability to handle required calculations; ability to utilize and understand computer applications and techniques as necessary in the completion of daily assignments; ability to plan, organize and prioritize daily assignments and work activities; ability to comprehend and apply regulations and procedures of the courts; ability to work under a minimum degree of stress.
