Assistant Commissioner

The NYC Department of Design and Construction seeks an Assistant Commissioner for its Borough-Based Jails (BBJ) Program. The Assistant Commissioner will oversee all aspects of the design-build process for the capital program compromised of four BBJ facilities, valued at greater than $8.5 billion. Under the direction of the Associate Commissioner, with a wide latitude for independent judgment, the selected candidate will be responsible for management of all technical, budgetary, administrative, and programming aspects of the BBJ Program. The selected candidate will manage the entire scope of design-build portfolio deliverables associated with the planning, design and construction of all projects under the BBJ Program; oversee the work of the BBJ Program Management Consultant (PMC) and ensure compliance with contract requirements; lead in management of relations with multiple NYC Sponsor Agencies and project stakeholders; ensure compliance with all applicable project development, regulatory, budgetary and BBJ program scope requirements; oversee all design and construction staff, and provide technical and administrative guidance to the Executive Director, as well as the Program Executives for Design and Construction; provide periodic and ad-hoc BBJ reports, presentations and specialized analyses to both the Associate Commissioner and all other BBJ stakeholders. The candidate will also lead in the implementation of BBJ’s continuous improvement process and strategies. The candidate will be responsible to oversee capital and expense budget planning and execution, contracts procurement and management, and tracking progress of critical and priority deliverables, ensuring effective and timely delivery of services. Additionally, the candidate will represent the BBJ Program at external as well as intra/inter-agency meetings, deliver presentations and provide technical assistance to Sponsor Agencies and other project stakeholders.

Minimum Qual Requirements

1. A baccalaureate degree from an accredited college and four years of experience of a nature to qualify for the duties of the position, at least 18 months of which must have been in an administrative, managerial, consultative, or executive capacity or supervising personnel performing activities related to the duties of the position; or
2. A combination of education and/or experience equivalent to 1 above. However, all candidates must have the 18 months of administrative, managerial, executive, consultative or supervisory experience described in “1” above.

Preferred Skills

A minimum of ten years’ experience in design-build and/or alternative delivery methodologies. Candidates must have excellent interpersonal, written, and oral skills and current and up-to-date knowledge of diverse design and construction management. Demonstrated ability to develop project scope and build consensus, facilitate teamwork, manage diverse client agencies and workgroups, a strong portfolio of diverse building types, systems, or programs. Candidates must have at least ten (10) years of experience in a design management capacity. Strong knowledge of federal, state and city construction standards, specifically the NYCDOB code and NYCDEP regulations.
