Assistant Commissioner of Management and Support Services

Serve as Assistant Commissioner within NYC DOT’s Roadway Repair and Maintenance Division. Oversee over 50 people within three critical administrative units: Resource Management, Administration, and Technical Services, Innovation and QA. Position is responsible for managing, procuring, and spending oversight of over $230M in Expense funding, inclusive of over $170M in IFA revenue, and over $280M in Capital funding. The candidate is expected to interface on a managerial level with OMB, DCAS, Facilities, Personnel, Payroll, Budget, Litigation, EEO, Office of Labor Relations, Office of the Advocate, Office of Safety & Health, IT&Telecom, Learning Center, ACCO, and executives of other Divisions; as well as architects, engineers, various types of vendors for goods and services, landlords/building management, union representatives, and members of community organizations. On a managerial level interface with IT&Telecom to ensure Division has progressive updating of hardware and software that facilitates adequate control, management, automation, and special/dedicated configuration. Evaluate and develop alternative solutions for problematic situations. Spearhead oversight of automation in various facets of Division’s operations. Oversee and ensure the integrity of document preparation and justification. Report directly to Deputy Commissioner of Roadway Repair and Maintenance; represent her in her absence; perform related managerial duties.
Details of unit responsibilities under the jurisdiction of this position are as follows:
• Resource Management
Coordinate and oversee the Division’s budget; liaise with internal budget, fiscal, ACCO, and other offices as necessary. Responsible for monitoring and updating reporting methodologies and database capabilities, implement and/or design accurate rating methods. Unit serves as an advocate for beneficial changes affecting reduced expenses, increased savings and reimbursements, improved qualities and techniques, effective contract negotiations, preparation of memorandums of understanding, improved use of time and manpower, reduced paperwork, and appropriate accountability. Investigate uses for debris. Review and analyze IFA vouchers, conduct studies and surveys, introduce new initiatives, provide recommendations for new initiatives, and initiate coordination of capital projects. Conduct review of the various reports generated by all RRM roadway subunits and asphalt plants. Manage and oversee capital project planning, secure funding and establish baseline budgets.
• Administration
Unit has Human Resource and Fiscal management, inventory tracking, advocate liaison, and other related support functions. Responsible for monitoring the hiring and other relevant human resources activities, safety and health, training and development, performance evaluations, discipline, budget and fiscal, facility management, formulation of policies, supplies and inventory management, vehicle assignment, environmental compliance, and special events/ceremonies. Ensure focus on diversity hiring in step with Agency’s goals. Keep Deputy Commissioner aware of major and unusual developments. Oversee administrative matters and related issues for over 1300 employees (managerial, professional, engineers, technical, administrative, clerical, college aides, apprentices, skilled and labor class titles); 7 units (encompassing 35 subunits). Oversee the preparation, management, and execution of the OTPS budgets in the analysis of expenditure of funds and fiscal data. Monitor, track and ensure adequate funding for Contracts and Purchase Orders that support Division’s operations. Ensure funds are paid on time to a variety of vendors. Focus on meeting and expanding Division’s MWBE goals. Develop scopes, provide specification for specialized equipment, technology, and materials, for 26 citywide facilities.
• Technical Services, Innovation and QA
Responsible for the testing of in-house and vendor asphalt. It is crucial that asphalt quality meet the needs of the Agency to ensure an appropriately sturdy product, effective paving, and cost effectiveness. Perform inspection of vendor asphalt plants during the bidding process. Test samples of asphalt deliveries. Ensure compliance with contract specifications. Manages Queens and a Brooklyn testing laboratories.
Provides engineering guidance as part of remediation of ponding conditions and Agency’s in house limited scope construction projects. Oversees and coordinates capital construction planning for a number of arterial projects with internal and external oversights.

Minimum Qual Requirements

1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in “1” above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of satisfactory, full-time progressively responsible experience as described in “1” above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
4. Education and/or experience equivalent to “1”, “2” or “3” above. However, all candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in “1”, “2” or “3” above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the administrative, managerial, executive or supervisory experience described in “1”, “2” or “3” above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
