Assistant Commissioner, Program Operations

The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the city towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for staff, providers, visitors, volunteers, and people in our custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with more than 9,500 diverse professionals and knowledge experts.

The DOC seeks to recruit an Assistant Commissioner to support the Division of Programs and Community Partnerships’ programming services and operations. With guidance of the Division’s Deputy Commissioner, direct support from the Associate Commissioner for the Division, and with wide latitude for independent judgement and decision making, the Assistant Commissioner of Program Operations manages and supervises daily services for the Division’s Civic Engagement, Chaplaincy Services Unit, Data Management Unit, Program Development & Community Partnerships, Volunteer/Service Provider Unit, and Executive Directors/Program Coordinators assigned to the Eric M. Taylor Center and North Infirmary Command (NIC); works closely and aligns with all other Assistant Commissioners to quantify performance and measure quality of programs and services afforded by members from the Division, community partners, small purchase orders, and volunteers; reviews, approves and submits reports required by internal and external stakeholders to include the Board of Correction, Mayor’s Office of Criminal Justice, and Nuñez Monitoring Team; works closely with other Divisions from the Department to ensure compliance and adherence to internal protocols; convenes daily, weekly and ad-hoc stakeholder meetings to ensure programs are afforded in a comprehensive, integrated, client centered manner; guides and supports Executive Directors/Coordinators assigned to the operation of programs by the Division at various commands; assists in the development and execution of internal emergency response plans. Minimum Qual Requirements

1. A Master’s Degree from an accredited college in Public Administration, Personnel Administration, Business Administration, Human Services, Criminal Justice, Political Science, Psychology or a related field, plus three years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position, at least 18 months of which must have been in an administrative, managerial, or executive capacity or supervising personnel performing activities related to the duties of the position; or
2. A bachelor’s degree from an accredited college and five years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position, at least 18 months of which must have been in an administrative, managerial, or executive capacity or supervising personnel performing activities related to the duties of the position; or
3. A four-year high school diploma or its educational equivalent and nine years of satisfactory, full-time progressively responsible experience as described in “1” above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity.

• Excellent verbal and written communication skills, as well as, strong listening skills and ability
to produce effective talking points to be delivered by senior management.
• Expert knowledge of DOC policies and broader correctional best practices.
• Ability to analyze risk and feasibility in the execution of large intra- and inter-agency projects in a jail
or prison context.
• Knowledge of budgets and fiscal management related to strategic program implementation.
