The Mayor’s Office of Contract Services (MOCS) is a New York City oversight and service agency that manages procurement citywide, from planning and release of agency solicitations to payment of vendors. Annually, agencies procure billions in products and services from a diverse pool of vendors that represent various industries. MOCS therefore aims to ensure that the procurement process remains fair, transparent, efficient and cost-effective.
MOCS makes it easier to do business through use of end-to-end technology tools, increases transparency by publication of enriched data and hosting public hearings, and strengthens procurement operations by providing direct assistance and resources to all stakeholders. MOCS also partners with agencies and vendors to identify areas for policy reform, resulting in ongoing process improvement to reduce administrative burdens and increase the positive impact of services on communities. The MOCS Director serves as the City Chief Procurement Officer.
MOCS team members operate in a collaborative, service-oriented environment, where flexibility and ability to achieve results are valued. All managers lead teams and/or lines of service, assuming increasing levels of responsibility for the organization’s success. Managers align daily operations to the agency’s strategic priorities, engage stakeholders in planning, and drive performance using well-defined success metrics, along with effective people and project management strategies (including but not limited to the assignment of work, maintenance of performance standards, maintaining baseline staff knowledge and professional development). All managers are expected to deliver timely and quality work products and services, participate in ongoing improvement activities, proactively deepen their knowledge of procurement and government operations. Managers must serve as principal ambassadors for the organization and are expected to handle confidential matters, promote established priorities, deescalate conflict, and proactively escalate issues along with proposed solutions. Assistant Directors are front-line managers who oversee one or more areas of services and are accountable for the success of an assigned unit.
The Assistant Director, Project Management, reporting to the Deputy Director of Project Management and under the executive direction of the Chief Change Officer, will be responsible for developing and implementing standard citywide fiscal business processes and supporting the technology systems that facilitate them. The Assistant Director will work with a range of stakeholders, including nonprofit organizations, business vendors and City agencies to support project management of a range of Citywide strategic projects.
The Assistant Director responsibilities will include, but not limited to:
– Identify, create, analyze and design strategies to realize Citywide impact with projects that streamline administrative processes and build organizational infrastructure.
– Research and analyze policies, practices, and data to identify opportunities to streamline business processes, inform strategic priorities and strengthen relationships between the City and stakeholders.
– Assist in the development and maintenance of project plans that align with milestones.
– Support efforts to facilitate cross-agency collaborative strategic projects.
– Assessment, evaluation, and continuous quality improvement plans: identify KPI’s to track project outcomes. Create assessment tools based on KPIs. Share trends and patterns to MOCS teams and Executive leadership through data and project briefs and presentations.
– Collaborate with peers and other managers to develop new initiatives in response to emerging needs or opportunities for growth.
– Strategize and plan for stakeholder cohorts for PASSPort adoption. Facilitate stakeholder engagement sessions, create materials, manage logistics, focus groups and stakeholder surveys.
Minimum Qual Requirements
1. Graduation from an accredited college with a baccalaureate degree; or
2. Graduation from an accredited community college plus two years of experience with administrative, analytic, coordinative, supervisory or liaison responsibilities; or
3. A four-year high school diploma or its educational equivalent plus four years of experience as described in 2 above; or
4. A satisfactory equivalent combination of education and experience.
Preferred Skills
– Project Management Skills: Experience managing complex projects with various stakeholders and milestones.
– Communication Skills. Ability to succinctly and effectively communicate verbally and in writing, including facilitation of presentations for internal and external stakeholders.
– Strong relationship management skills. Ability to train and support diverse stakeholders.
– Understanding of the City’s financial landscape including City Agencies, vendors, providers and other stakeholders.
– Data Analysis. Experience with collecting data and analyzing data to see trends and extrapolate conclusions, opportunities for improvement and successes.
– Research skills: Experience conducting, synthesizing and analyzing research. Familiarity with information sources, including academic publications, news portals, Lexis/Nexis and online research
databases.
– Sound judgment and appropriate discretion when engaging with varied stakeholders, many with competing interests.
– Reliable. Ability to meet deadlines and work independently in a fast-paced environment, while paying close attention to details.
– Proven record in learning software quickly and experience working on Technology projects
– Experience with Financial Management System (FMS), Procurement Policy Board Rules, SBS Online Directory, HHSA Accelerator, JIRA, and PASSPort.
– Database development. Prior involvement as a business owner providing requirements, conducting testing, identifying enhancements and defects is preferred.
– Prior experience working for a vendor/provider or City Agency is preferred.
– Experience juggling multiple priorities, exercising independent judgment and working both alone and with a collaboration of colleagues within the Department.
– Proficient in Microsoft PowerPoint, Word, Excel and Project.
