The Position
Under the general direction of and in collaboration with the Director of Library, Arts & Culture, this management position performs managerial, administrative and professional functions in managing the daily operations and sections of the Department including, but not limited to, Information Services, Children’s Services, Neighborhood Library Services, Arts and Culture Services, and Technology and Innovation. In addition, this position will coordinate library, arts and culture related activities with other City departments and outside agencies.

Essential functions of the job include, but are not limited to, the following:
Ensures Library, Arts & Culture Department services are provided with exceptional customer service and the highest level of ethical standards, both internally and to library customers.

Assists the Director in the planning, organization and management of the various sections of the department.

Provides highly responsible and complex administrative support to the Director.

Advises the Director in the development, supervision and evaluation of key personnel and principal subordinates. Oversees the selection, placement, training and supervision of other employees.

Evaluates work processes and implements best practices.

Evaluates Department-wide training needs and coordinates training and professional growth opportunities.

Oversees the development and administration of the Library, Arts & Culture annual budget.

Prepares or directs preparation of bid specifications, requests for proposals, contracts and other supporting documentation. Ensures contracts for various services and projects are properly managed.

Coordinates acquisition and administration of grants.

Oversees capital improvement projects and complex facility issues.

Develops partnerships with other City departments to coordinate relevant projects and programs and increase awareness of Department resources. Models effective communication and a team approach.

Directs preparation of staff reports, agenda items, studies and surveys.

Represents the Department at community meetings, public hearings, and professional conferences. Initiates and maintains relationships with community and professional organizations.

Develops and implements policies and procedures. Prepares and presents written and oral reports, studies and correspondence to a variety of entities.

Provides leadership in the ongoing implementation of goals, projects, and priorities that are in alignment with the Department’s mission as well as its inclusion, diversity, equity and antiracism (IDEA) plan.

Acts as department head in the absence of the Director of Library, Arts & Culture.

Drives on City business as necessary.

Assumes responsibility for ensuring the duties of this position are performed in a safe, efficient manner.

Performs other related duties as assigned or as the situation requires.

Experience
Six years of experience in professional library work, three years of which must include experience working in both a supervisory and an administrative capacity.

Experience working with building renovation projects is desirable.

Education/Training
Master’s Degree in Library and Information Science from a graduate school accredited by the American Library Association.

License(s)/Certification(s)
Valid California Class C driver’s license.
