Performs difficult professional work overseeing the overall maintenance operations for all department facilities, parks, playgrounds, and public recreation areas, supervising maintenance staff, and related work as apparent or assigned. Work is performed under general direction. Supervision is exercised over maintenance staff.
Examples of Duties

  • Oversees the overall maintenance operations for all facilities owned and operated by the Department of Recreation and Parks including the Hopewell Community Center, Hopewell City Marina, parks, playgrounds, and public recreation areas; conducts routine safety inspections; inspects the work of contractors and other vendors.
  • Supervises maintenance division staff; recruits and selects staff; authorizes work schedules, leave requests, and overtime assignments; evaluates the performance of staff; disciplines, coaches, counsels, and evaluates staff performance.
  • Assists with the development of the annual operating budget and capital improvement project budget; secures quotes and bids from qualified contractors; administers the annual operating budget for the parks and maintenance division; seeks grant funding and other alternative funding sources for special projects.
  • Manages a variety of contracts; conducts routine inspections of work performed by contractors, maintenance performed by employees, park equipment, playground structures and facility mechanical systems; conducts safety inspections of all facilities on a regular basis.
  • Assists with the design and master planning for facilities owned and operated by the department.
  • Works closely with staff to coordinate athletic field schedules and maintenance; works closely with Hopewell Public Schools and other city departments to coordinate use of facilities and resources; works closely with community groups for use of facilities and resources.
  • Provides exceptional levels of internal and external customer services; deals directly with the general public regarding maintenance concerns and inquiries; provides support to other city departments as needed.
  • Oversees department fleet and vehicle maintenance; coordinates procurement of new department assets and equipment; manages inventories of park and maintenance equipment.
  • Assist with the organization and implementation of special events coordinated by the Department of Recreation and Parks and other city departments; may be required to work evenings, weekends, holidays, and in times of emergency (activation of the city’s Emergency Operations Center).
  • Assists with social media and webpage maintenance.
  • Represents the department within and outside of the City.
  • Supervision is exercised over all personnel within the department in the absence of the Director of Recreation and Parks.

Typical Qualifications

Minimum Education and Experience:

  • Bachelor’s degree in recreation management, maintenance management, business administration, or related field and considerable experience in facility management, maintenance management, trades experience, or equivalent combination of education and experience.
  • Five years of increasingly responsible professional administrative experience in recreation and/or parks and facilities management, experience including three years of administrative and supervisory experience.
  • Two years of experience in project management, playground development, and facility oversight.
  • Two years of experience with trailers, forklifts, backhoes, message boards, light towers, and generators.

Licenses and/or Certifications:

  • Valid driver’s license in the Commonwealth of Virginia.
  • Certified Park and Recreation Professional (preferred)
  • Responsible Land Disturber (preferred)
  • Aquatic Facility Operator (AFO) (preferred)
  • Commercial Driver’s License (preferred)
  • Heavy Equipment Operator (preferred)

Knowledge:

  • Comprehensive knowledge of park and facilities management.
  • Knowledge of parks planning, building construction, trades, mechanical systems, and project management.
  • Familiarity with a variety of equipment (fitness equipment, heavy equipment, custodial equipment and athletic equipment).
  • Familiarity with the public sector and the operations and processes of local government.
  • Thorough knowledge of relevant computer applications.
