Department Summary
The Office of the Vice President for Research and Innovation (OVPRI) advances world-class research, scholarship and innovation at the University of Oregon, a top-tier public research institution. Research Compliance Services (RCS) is the central research integrity office to help faculty, staff, and students navigate complex federal and state research compliance regulations so that innovative and collaborative research may flourish. RCS supports and protects the interests of the University, faculty, staff, students, and human research subjects in research compliance matters through guidance, education, and technical assistance.
RCS is responsible for the Human Research Protections and Responsible Conduct of Research (RCR) programs, Financial Conflict of Interest in Research (FCOIR), and Conflicts of Interest/Conflicts of Commitment. In addition, RCS provides administrative support in cases of alleged Research Misconduct and other research compliance matters, including Clinical Trials research regulations.

Position Summary
The Assistant Director for Research Compliance Services serves as a member of the leadership team in the Research Compliance Services Office (RCS). This position reports directly to the Director of RCS and includes responsibilities in the following general areas:
Direct and manage operations related to compliance with UO’s Financial Conflict of Interest in Research (FCOIR) policy and Conflict of Interest, Conflict of Commitment, and Outside Activities (COI/COC) policy, including developing and managing related policies and procedures in accordance with Federal and State regulations, UO policies, guidance and best practices. This position is responsible for overseeing the review of Significant Financial Interest (SFI) declarations and COI/COC disclosures; making determinations; and leading the development of management plans in consultation with relevant stakeholders. This position serves as lead staff support and a member of the Conflict of Interest in Research Committee (COIRC).
Provide direction and support and serve as an expert resource for researchers and campus community in the review, determination and management processes related to Significant Financial Interest (SFI) declarations and conflict of interest, conflict of commitment and outside activity disclosures.
Provide leadership, guidance, and direct supervision to unit professional staff in COI/COC and FCOIR. Serve as a collaborative member of the unit’s leadership team, representing COI/COC and FCOIR areas.
Create, oversee and deliver unit initiatives for OVPRI education and training programs related to COI/COC and FCOIR to facilitate regulatory compliance, foster a culture of research integrity, and integrate core concepts of Responsible Conduct of Research (RCR) in COI/COC and FCOIR focal areas. Participate in programmatic planning initiatives and provide oversight of QI/QA program activities, lead audit and monitoring activities in COI/COC and FCOI areas.
Apply in-depth regulatory knowledge of Federal, State, and local regulations and policies regarding COI/COC and FCOIR; apply best practice knowledge in operations to facilitate regulatory compliance and research integrity in COI/COC and FCOIR. Participate in continuing education and regional and national professional development opportunities with other practitioners in COI/COC and FCOIR to maintain and further develop knowledge.
Work directly and in close collaboration with colleagues in offices such as Sponsored Project Services, Office of the Provost, Office of General Counsel, Office of the Vice President for Finance and Administration, Dean’s Council, and Innovation Partnership Services. Collaborate with campus constituents in matters of COI/COC and FCOIR communication, education, program development/improvement, and compliance.
Monitor developments and federal directives related to national research and security, and as an expert in FCOI and COI/COC, participate in UO’s strategic responses to new requirements and emerging best practices for promoting security in research. Professionally represent the University of Oregon at external functions related and within research administration.
Minimum Requirements
• Advanced degree plus five years of experience in the field of research administration with demonstrated experience working with a broad range of research, including compliance, human subject research and/or conflict of interest. OR:
• BA/BS degree from a fully accredited university or other institution of higher education plus seven years of experience in the field of research administration with demonstrated experience working with a broad range of research, including compliance, human subject research and/or conflict of interest.
• Progressive responsibility within the field of research administration at an institution of higher education or relevant research-based entity, including leadership and at least 1 year of supervisory experience.

Preferred Qualifications
• Significant experience working in a research-intensive institution of higher education.
• An advanced degree in public policy, law, research ethics or related field.
• Research and policy experience.
• Experience in a team-based professional setting and working with constituent groups.
• Experience with Federal reporting criteria and submission systems.
• Experience with at least one area of conflict of interest management (Financial Conflicts of Interest in Research, Conflicts of Commitment or Conflicts of Interests).
• Certified IRB Professional (CIP) or other relevant certifications.
