Description

Under general direction of the Enterprise Project Management Officer, the Assistant IT Project Manager is responsible for initiating, planning, executing, communicating, controlling and closing of technology projects in relation to stated project objectives and outcomes. Additionally, the Assistant IT Project Manager deploys a systematic approach to provide standard methods and guidelines to ensure information technology projects are conducted in a disciplined, well-managed and consistent manner, which promotes the delivery of quality products and results.

Principal Duties

  1. Manage and provide assistance with City wide technology projects including planning, design, programming, testing and implementation of business solutions designed to meet requirements of the various departments.
  2. Develop, maintain, update, and oversee project plans, schedules, risk register, issue logs, and other project management artifacts, as directed by the ETPMO.
  3. Provide regular reporting of project status, risks, and documentation of issues as they arise, leveraging tools, data and process information throughout project duration.
  4. Serve as liaison and coordinator between IT, internal customer/users, and external resources concerning requests, standards, expectations, and other program and project matters.
  5. Conduct requirements meetings, kickoff meetings, status meetings; and create and distribute reports as needed.
  6. Document project issues, and risks that may be discovered through project planning, execution and change management process and escalate to senior management.
  7. Identify process gaps and organizational misalignments; and document business processes by using mapping tools.
  8. Participate in the management of the information technology governance process adhering to the City of College Station Enterprise IT Project Management methodology.
  9. Ensure the success of the project under his/her management.
  10. Work closely with the IT leadership, City departments and City’s Fiscal Services to manage IT budget on projects, contracts and maintenance.
  11. Ensure transparency in the project lifecycle throughout the project through consistent communication management, reporting and dashboards.
  12. Maintain awareness of emerging technologies and project management techniques.
  13. Manage and participate in the budget process, including working closely with City departments in efforts of obtaining accurate projections and transparency of the IT budget.
  14. Perform special projects and complete all other duties as assigned or requested for the general support of the organization.

Qualifications
Required:
Bachelor’s in computer science, information systems or related field, and one (1) year project management in an Information Technology setting and/or general business management experience, or an equivalent combination of education and experience. Valid Texas Driver’s License. Proficient in project management tools, such as Microsoft Project Software. Advanced Microsoft Excel skills. Knowledge of project management life cycle and budget. Knowledge of quality and process improvement techniques. Knowledge of System Development Life Cycle (SDLC), analysis and design of a product cycle. Experience working in a team-oriented, collaborative environment. Capable of rapidly adapting and responding to changes in environment and priorities. Good leadership, problem -solving and analytical skills. Ability to communicate clearly and effectively, both verbally and in writing. Ability to establish and maintain effective working relationships.

Preferred:
Project Management Professional (PMP) or other similar credentials. Knowledge of various functions and structure of City government.

SPECIAL REQUIREMENTS:
Additional Criminal Background Screening Required: In addition to the standard pre-employment criminal background check, individuals receiving a conditional offer for this position shall be subject to a finger-print based background screening due to the required access to secured buildings and/or secure data systems.
