Position Summary

Oceaneering International Inc. Oceaneering Technologies (OII-OTECH) supports the US Navy’s submarine rescue mission through the Submarine Rescue Operations and Maintenance Contract (SROMC). Oceaneering partners with the Navy’s Undersea Rescue Command (URC) to provide 24/7 world-wide submarine rescue capability to US, allied and other foreign navy requests to assist disabled submarines (DISSUB) or submersible intervention and rescue. OII-OTECH is seeking an Assistant Logistics Manager (ALM) who will support the Logistics Manager (LM) in the supervision and management of all aspects of logistics, transportation, supply and assigned facilities to support the maintenance and operation of all submarine rescue systems and support equipment. The ALM will report to the LM and assume LM responsibilities whenever the LM is unavailable. The ALM will work closely with the staff of Undersea Rescue Command (URC) to establish and enforce submarine rescue system Quality Assurance and maintenance procedures as well as operational and safety standards.

Base pay range for this position is $45.00 to $50.00 per hour.

Duties & Responsibilities

  • Provide sound, independent and seasoned judgement that follows company policies and procedures in meeting SROMC obligations.
  • Support and instill a safety culture within the team that is in compliance with Oceaneering’s Life Safety Rules and HSE program.
  • Plan, organize and manage the work of stakeholders to ensure that work is accomplished in a manner consistent with organization requirements.
  • Maintain supply systems and stock inventory to support Deep Submergence Systems – Scope of Certification (DSS-SOC) requirements in accordance with the Systems Certification Procedures and Criteria Manual for Deep Submergence Systems. Procure, fabricate and deliver spare and repair parts, procure services and consumables required to maintain and support the rescue systems in the highest operational condition.
  • Support certification in accordance with NAVSEAINST 4855.34B as recognized and reflected in NAVSEA Notice 5000.
  • Develop and maintain integrated logistics processes that meets the requirements of ANSI/ISO/ASQ Q9001-2008 or equivalent. These processes must comply with the Systems Certification Procedures and Criteria Manual for Deep Submergence Systems.
  • Negotiate services with transportation companies and customers.
  • Collaborate with other manager and staff stakeholders in order to formulate and implement policies, procedures, goals and objectives. Be current on and have a familiarity with shipment options, legal issues, DOT, OSHA and other government regulations and safety procedures including hazardous shipments and freight regulations.
  • Monitor operations to ensure stakeholders comply with administrative policies and procedures, safety rules, and government regulations that relate to transportation.
  • Promote safe working activities by conducting or participating in safety audits and surveillances.
  • Monitor spending to ensure expenses are consistent with approved budgets and analyze expenditures and other financial information in order to develop plans, policies, and budgets. Continually look for mechanisms to improve cost savings.
  • Be responsible for storage, maintenance and/or operation of equipment delivered to URC as identified by the government. Use a government furnished automated inventory control system for the inventory of U.S. Government property.
  • Provide services to furnish logistics training and maintain qualified personnel to handle and manage controlled material.
  • Establish processes and procedures to store, segregate, purchase and maintain required OQE to support component certification.
  • Qualify and maintain proficiency as a Load Planner in support of system mobilization.

Qualifications

REQUIRED

  • Personnel Management training or equivalent on the job training and experience required. The ability to understand and effectively manage issues with the customer in a high paced and dynamic environment.
  • 10 years’ experience in logistics field with at least 5 years in a responsible management position.
  • Demonstrated understanding of US Navy and government decision making processes (including TRANSCOM) and of the logistical challenges associated with long-distance transportation of large systems and equipment.
  • Demonstrated understanding of US Navy supply system processes and procedures.
  • Demonstrated understanding of Quality Assurance supply processes associated with manned and unmanned subsea systems.
  • Understand the demands of the program being supported and be familiar with the technical and personnel issues.
  • Demonstrate well-developed leadership qualities.
  • Demonstrate writing and verbal communication skills.
  • Ability to work as a team member ashore and afloat aboard working vessels.
  • Extensive travel and the ability to work away from home for periods up to 45 days.
  • Ability to obtain DoD Security Clearance.
  • Must be a U.S. Citizen.

DESIRED

  • To perform this job successfully, an individual should have complete knowledge of Microsoft Office products
  • Working knowledge of American Bureau of Shipping rules and/or other classification society rules.
  • Working knowledge of NAVSEA certification programs for both Deep Submergence Systems and Diving & Manned Hyperbaric Systems.
