ABOUT THE POSITION
JOB SUMMARY:
The Clark County Water Reclamation District is seeking qualified candidates to apply for the GIS Supervisor position. This position will be primarily responsible for:
- Coordinating and managing the District’s GIS databases
- Planning, supervising, assigning, and reviewing work of technical staff
- Proficiency in ESRI ArcGIS Desktop Software and managing the District’s agreement with Environmental Systems Research Institute, Inc. (ESRI) to ensure the District achieves its GIS goals
This position is part of the SEIU – Supervisory Bargaining Unit.
This examination will establish an Open Competitive Eligibility list to fill current and/or future vacancies that may occur within the next six (6) months or may be extended as needed by Human Resources.

MINIMUM REQUIREMENTS
Education and Experience: Bachelor’s Degree in Geography, Cartography, Computer Science, Business or Public Administration or a field related to the work AND five (5) years of full-time experience working with automated mapping systems, including two (2) years of full-time supervisory level experience. Experience in working with geographic information systems is desirable. Equivalent combination of formal education and appropriate related experience may be considered.

Licensing and Certification: Specified positions may be required to possess a valid Nevada Class C Driver’s License at time of appointment.

EXAMPLES OF DUTIES
Provides day-to-day supervision of Parcel Data Systems staff. Plans, organizes, assigns, administers, reviews, and evaluates the work of professional and non-technical staff. Conducts interviews and recommends selection of staff; provides opportunities for professional development of staff; conducts divisional meetings; performs annual reviews of staff and administers discipline and/or counsels employees as required. Manages activities related to the production and maintenance of real property title records and maps for all properties throughout the District. Ensures the accuracy of tax parcel information as determined from official records of the District Recorder. Directs the maintenance of accurate maps and files of the boundaries and tax rates of all taxing entities within the District. Oversees the conversion and maintenance of the GIS parcel database, ownership and address records, and other records and files. Plans, develops, coordinates, and modifies complex systems to create a comprehensive geographic information system for District departments and various local agencies. This includes cadastral drafting for assessment purposes and survey data for multiple public work processes. Meets with and acts as the District liaison with departmental or outside agency management and staff to determine current automated or manual systems, define needs, coordinate system integration and define required output and user documentation. Plans and/or conducts a variety of analytical studies related to the development and implementation of the GIS system; evaluates alternatives, makes recommendations and prepares technical reports. Makes presentations to representatives of other agencies regarding the GIS system; explains system hardware and software and ensures that applications, such as those for the emergency response system, are appropriate. Monitors developments in the field of geographic system usage; determines their potential effect upon the District system; recommends procedural and equipment changes to ensure system updating. Contributes to the efficiency and effectiveness of the unit’s service to its customers by offering suggestions and directing or participating as an active member of a work team. Uses standard office equipment in the course of the work; may drive a personal or District vehicle to attend meetings at various departments and agencies and/or inspect specific properties. Provides input into the departmental budget regarding equipment, training, personnel, etc.
PHYSICAL DEMANDS
Mobility to work in a typical office setting and use standard office equipment, vision to read printed materials and a computer screen; and hearing and speech to communicate in person or over the telephone.
