The Opportunity
WSDOT is currently seeking a motivated individual with strong construction contract administration skills to fill an Assistant Office Engineer (TE2) position in Kelso, WA. This position acts as the primary change order writer and assistant to the Office Engineer supporting the construction team and administering construction contracts, ensuring documentation and payment processing is following WSDOT policies and guidelines. This position also provides support for design teams when construction administration needs are minimal. It is essential that the successful candidate has excellent communication and organizational skills and can prioritize and perform tasks in a timely manner.

What to Expect
Core business hours are Monday – Friday, 6:30am – 5pm; occasional extended hours may be required; position is eligible for daily overtime, with supervisor approval.

Among the varied range of responsibilities held within this role, the Assistant Office Engineer will:

  • Administer construction contracts beginning with Contract Execution, Contract Payments, Contract Closure and Archiving of Final Records ensuring that the documentation is following WSDOT Policies and guidelines.
  • Maintain and create accurate records such as Inspectors Daily Reports (IDR’s) and Field Note Records (FNR’s) for the project, including materials documentation.
  • Review and correct project documentation submitted by field inspectors.
  • Review, track and submit to Headquarters (HQ), working drawings submitted by Contractor following Contract and Construction Manual Guidance.
  • Compile field note records for monthly estimates and for final records and enters contract progress payments into Contract Administration and Payment System (CAPS) for monthly Contractor pay estimates.
  • Review material submittals, track, and approve/reject contractor submitted Request for Approval of Material (RAMs) and Qualified Products List (QPLs); transmits to HQ Materials Lab for processing and approval.
  • Communicate and coordinates with field inspectors for material approval status, basis of acceptance, number and frequencies of acceptance, and verification sampling and testing requirements.
  • Lead project scoping, project definition, and project pre-design development, and enter information into TEIS Capitol Project program.

Qualifications
To be considered for this opportunity, at least one of the following are required:

  • Certification as an Engineer-In-Training (EIT) and one year of experience as a , , or equivalent experience; OR
  • Two (2) years of experience as a Transportation Engineer 1, Transportation Technician 3, or equivalent experience; OR
  • A Master’s degree with major study in civil engineering, structural engineering, geotechnical engineering, soil mechanics, traffic, transportation, or a closely related field.

In addition to one of the above, the following are also required:

  • WSDOT General Inspector certification or ability to obtain within the first six months of hire.
  • Experience in communicating details and components of design and construction projects to the public and local agencies, both orally and in writing.
  • Experience understanding and following policies, standards, and procedures related to construction contract plans and specifications.
  • Experience coordinating multiple projects with construction team leaders and prioritizing assignments.
  • Valid Driver’s License.

It is preferred that qualified candidates also have:

  • Three years of experience working as a Transportation Engineer 1, or equivalent.
  • Experience in reviewing engineering plans and specifications for compliance with established standards.
  • Experience in being able to effectively work both individually and within a diverse team environment.
  • Experience with change order development, processing, and execution.
  • Experience with OEO/DBE requirements and tracking.
  • Experience with monthly pay estimate process and utilizing CAPS, CCIS and other software.
  • Demonstrated working experience in all aspects of project delivery: scoping, design, preparing contract plans, specifications, and estimates, developing procurement documents, construction inspection/compliance, and construction administration.
  • Knowledge of WSDOT policies and procedures with contract administration.
  • Knowledge and understanding of material testing procedures.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees’ Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems’ web site.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
