The Maryland National Capital Park & Planning Commission is an award winning organization with over 5,000 employees that administers over 52,000 acres of stream valley parks, large regional parks, neighborhood parks and park-school recreation areas throughout Montgomery and Prince George’s counties. Not only do we administer and maintain the park systems, but in Prince George’s county we are also responsible for developing the county’s public recreation programs.
Our Department of Parks & Recreation has the overall responsibility for planning, supervising and coordinating all park/recreation facilities and services throughout Prince George’s County. The Facility Services Division (FSD) is the largest Division within this Department and is composed of six major work areas: Administration, Fleet Management, Buildings & Structures (Trade Shops), Horticulture & Forestry, Major Maintenance & Inspection and Critical Projects (Heavy Equipment/Road and Grounds, Sustainability, Aquatics and ADA) sections. The mission of FSD is to provide professional, high quality maintenance and maintenance support services for all parks and recreation facilities and to support the diverse work programs of the Parks & Recreation department in Prince George’s County and its customers. The organization has added a range of new services to its current program offerings in addition to adding new positions to implement them. We are growing by leaps and bounds and offer a variety of opportunities for advancement.
Examples of Important Duties
This Assistant Division Chief (ADC) is responsible for management of the Critical Projects work program which includes Heavy Equipment – Roads and Grounds, Sustainability, Aquatics and American with Disabilities Act (ADA), within the Facility Services Division. The incumbent will be required to meet the 2010 and beyond ADA standards in the performance of timely repairs and renovations, as well as, new construction; develop goals and objectives and create reports for bringing and maintaining the Department’s parks, trails and facilities in compliance with the latest ADA standards; develop a budget in excess of $8M, and keep records of expenditures for ADA maintenance improvement programs and examine existing facilities. Incumbent will supervise program staff to include four Auditors/Inspectors and three Data Entry staff to ensure ADA compliance. In addition, the incumbent will be responsible for training and educating Maintenance and Program Managers as well as Maintenance personnel, Directors of Community Centers, etc., on relevant ADA issues found in the workplace. Keeps Division Chief informed of all important matters.
An ADC’s overall duties and responsibilities include: managing and assigning audit teams, inspections, renovations and reviewing construction plans prior to new construction of parks and facilities; developing and maintaining a yearly audit schedule and annual report on all parks and facilities; plans, schedules and assigns work of program staff; effectively evaluates employees’ performance; handling employee relations issues and learning the appropriate Commission personnel guidelines to effectively administer human resources policy, as needed. The incumbent will set overall performance standards for the work groups and establish excellent working relationships with employees.
The Heavy Equipment unit within Roads & Grounds is responsible for various types of grading and excavation projects including: demolition, storm water system repairs and installations, building parking lots and trails, renovating athletic fields, snow removal, material transport, dredging oversight and more. The major responsibilities to this unit include: coordinating with the County’s Department of Public Works to ensure that drainage issues are handled effectively; working with landscape architects and County officials to coordinate the renewal of landscaping plans; conducting pre-meetings with County inspectors and erosion control representatives to determine the County’s requirements in these areas. This individual will also handle citizen’s complaints on drainage and tree removal issues – documenting researched findings and coordinating activities with other staff and County agency representatives.
The Aquatics goal is to respond in an appropriate and timely manner when addressing the emergencies that affect our structures and facilities. The construction of larger, more technologically complex aquatics buildings require a degree of expertise and frequency of maintenance that is outside the scope of our trade shop program. Specialized pool mechanics have direct responsibility for the oversight and troubleshooting of filtration system abnormalities in these structures.
The Sustainability Team works with various groups within the Department of Parks and Recreation and other local government agencies, universities and colleges, volunteer groups to identify and prioritize measures to reduce the agency’s carbon footprint and implement other sustainable practices that promote the wellness of our employees and community.
Additionally, the incumbent will compile data for reports/presentations, as needed for Planning Board and County Council. Incumbent will become knowledgeable regarding all Commission purchasing guidelines to ensure that purchases within their area are accomplished in an appropriate and effective manner. The incumbent will be a part of the Facility Services Division Senior Management Team in managing the facility and establishing operating procedures for the maintenance yard. May also serve in the absence of Division Chief.
The ability to communicate effectively and develop a good working relationship with other Government agencies such as: Department of Justice, local community members and groups, such as Disabled American Veterans, internal Divisions such as: Special Programs, Park, Planning and Development, Facility Services Division senior managers and outside vendors is a must, along with the ability to supervise, train and instruct team members, as needed. Excellent supervisory skills and experience managing various types of construction projects is also required. A high level of flexibility and a willingness to change gears is also needed. The Assistant Division Chief should be a “big picture strategist” and an individual who keeps up with industry changes.

Minimum Qualifications
1. Bachelor’s degree or four years experience in park or public administration, landscape architecture, or natural sciences; and
2. Four years varied park administration/management experience that included two years of supervisory park administration experience that relates to functional area of assignment (e.g., park enterprise, interpretation and conservation, horticulture and forestry, maintenance and development, or engineering/architecture/landscape architecture); or
3. An equivalent combination of education and experience.
4. Valid driver’s license or the ability to acquire one.
