Description

The City of Redding is accepting applications for the position of Assistant Project Coordinator in the Solid Waste Division of the Public Works Department. The Assistant Project Coordinator-Technical position performs a wide variety of professional work to plan, organize, coordinate and implement City programs, projects, and activities of a technical nature or from a technical point of view.

The ideal candidate will be able to work independently, use sound judgment, and possess exemplary writing and analytical skills as well as organize, coordinate and participate in solid waste recycling programs designed to increase diversion of solid waste.

This position will receive a 5% increase July 2023 and an additional 5% July 2024.

We are looking for someone to

  • Coordinate and monitor City of Redding programs, projects, and activities.
  • Research and analyze routine administrative and operational issues and problems.
  • Prepare staff reports for the Redding City Council and other applicable agencies.
  • Monitor and analyze proposed legislation.
  • Assist departments and divisions with project planning and resource allocation issues as appropriate.
  • Assist with cash flow projections, and debt management strategies.
  • Develop and evaluate routine requests for proposals (RFPs).
  • Prepare, negotiate, oversee, and monitor contracts and agreements.
  • Assist the department director and other members of the City’s senior management team developing long-range plans and strategies on nominally difficult and complex assignments, and other complex special projects and programs as appropriate.
  • Occasionally serve as a liaison to committees, boards, other governmental agencies, and related groups.
  • Oversee and monitor Federal and State grant programs, if applicable.
  • Prepare and present periodic program and project status reports and updated work plans.

Qualifications we’re looking for
Knowledge of:

  • Principles and practices of project management, public or business administration
  • Basic understanding of federal, state, and local laws and regulations
  • City ordinances, regulations, and requirements
  • Budget preparation and administration

  • Basic understanding of federal and state grant programs
  • Contract administration techniques
  • Report writing procedures and techniques

Education, Experience and Special Requirements:

  • Any combination of training and experience that provides the required knowledge, skills, and abilities is qualifying.
  • Typical education would include a bachelor’s degree from an accredited college, university, or equivalent with major course work in Public Administration, Business Administration, Economics, Engineering, Urban Planning, Information Technology or a related field. A Project Management certificate is desirable, but not required.
  • Typical experience would include one year of relevant professional experience in project management or a related field.
  • Possession of the appropriate California driver’s license, or the ability to acquire one within ten days of appointment.

Selection Process: Final appointment is contingent upon the following:

  • Positive past employment references.
  • Review of driver history record.
  • Passing a city paid fingerprint criminal conviction check (applicants 18 and older).
  • Passing a pre-employment medical exam and drug and alcohol screening test.

Veterans Credit: Applicants who attach a copy of the DD-214 to their application indicating “Honorable Discharge” from military service and receive a passing score on the examination process will have two (2) additional points added to their final examination score.

Holidays:
An average of thirteen and a half per year. Fire Association covered employees receive a payment in lieu of holidays. Holiday compensation for Redding Peace Officers Association and Redding Police Managers Association employees has been converted to base pay.

Vacation:

Two weeks per year up to the fourth year of service, three weeks up to nine years of service, three and a half weeks up to fourteen years of service, four weeks up to nineteen years of service, four and a half weeks up to twenty-four years of service, five weeks after twenty-four years of service. For accrual rates for Fire Department shift employees, refer to MOU. Part-time and temporary employees may be eligible for some vacation/paid time off benefits.

Sick Leave:

Twelve working days of sick leave are accrued each year. Unused sick leave may be credited toward retirement. For accrual rates for Fire Department shift employees, refer to MOU.

Health Insurance:
Excellent medical, dental, vision, and life for employee and dependent, and long-term disability for employees.

Retirement:

Full-time employees are covered by CalPERS (formula is dependent on hire date and member status in CalPERS) and are not covered under the Social Security System.

Administrative Leave:
Management positions are eligible to receive 40 hours of administrative leave per calendar year as authorized by the department director; additional leave up to 40 hours may be granted by the City Manager.

Deferred Compensation Plans:
Available for interested employees.

Union Dues: Some job classifications are represented by collective bargaining units, the employees of which may choose to join and pay union dues.

Part-Time Retirement Benefit Program:
Part-time, seasonal, and full-time temporary employees either participate in the Social Security System or the PARS Alternate Retirement System depending upon bargaining unit assignment.
