Program Description
Catholic Housing Services-Bellingham offers affordable housing for low-income households in four downtown Bellingham buildings: Kateri Court, Mt. Baker, Washington Grocery Building and Villa Santa Fe. A small percentage of the units are set aside for people with disabilities and some for those coming from homelessness. Villa Santa Fe is set aside for farmworkers.
Position Description
Under supervision of the Program Director, the Assistant Property Manager is responsible for assisting management with the day-to-day business and administrative operations of the four buildings and occasionally as needed in other buildings around the region. This position serves a wide range of people in need of affordable housing with an emphasis on formerly chronically homeless people with mental health and/or chemical dependency challenges. This team member is to support supervisors and co-workers with day to day business tasks in addition to working with tenants and case managers.
Responsibilities
- Assist with other staff members’ duties when they are out; cross-train with other positions
- Assist business manager with processing applications, including meeting with prospective residents.
- Assist business manager with preparation and execution of lease agreements with residents.
- Assist business manager with preparation and processing of Low Income Housing Tax Credit (LIHTC) recertification paperwork with residents.
- Provide excellent customer service by responding in a confidential, respectful and timely manner to residents’ (and prospective residents) concerns, complaints and inquiries
- Maintain calm demeanor while performing duties in an environment where regular mental health escalations may occur
- Assist with both Accounts Payable and Accounts Receivable processes
- Maintain an accurate, organized filing system; assist with basic office duties
- Assist in the preparation of compliance reports, regular unit inspections and special projects as needed
- Review and report daily log concerns and assist with lease enforcement and legal proceedings such as evictions and serving legal notices
- Promote and foster good relations between all staff members including keyholders, volunteers, partner agency staff etc. Contribute to and support a positive, team-oriented work environment and attitude
- Support Division Director, Program Director and Business Managers in special projects and tasks as needed
- Participate in a constructive manner during staff meetings and all other forms of correspondence; complete monthly meetings minutes to share with staff
- Assist managers to identify and monitor residents who may need assistance with housing stability
- Attend meetings with tenants, staff and partner agencies
- Maintain regular, scheduled office hours as needed
Other:
- This position requires team member to travel between four buildings as needs arise
- Follow Fair Housing Guidelines and Landlord Tenant law
- Observe/follow guidelines on confidentiality rights of residents and respect their privacy
- Maintain cooperative relationships with businesses in surrounding neighborhood

- Attend all required meetings and trainings and larger community meetings as needed

Qualifications
- Ability to listen and communicate effectively to a diverse group of people in the spirit of compassion.
- Ability to prioritize multiple tasks, be detail-oriented and flexible; be able to apply sound judgment in order to make independent decisions as well as work as a team player.
- Some bookkeeping experience.
- Strong organizational skills and demonstrated ability to complete necessary documentation, follow guidelines and instructions.
- Proficiency with computers and ability to learn property management software.

- Demonstrate the necessary attitudes, knowledge and skills to deliver culturally competent services and work effectively in multi-cultural situations.
- Applicant must successfully pass required background clearances prior to an offer of employment.
Preferred Qualifications
- Experience working in the non-profit sector serving vulnerable populations.
- Familiarity with government funded housing compliance guidelines.
- Experience in low-income subsidized housing or property management.
- Working knowledge of Landlord/Tenant Act.
- Experience with the tax credit program.
- Experience with Boston Post property management software
- Bilingual in Spanish and English
