Under direction from the HRVP the Assistant Vice President (AVP) for Human Resources Shared Services is a mission-driven, strategic, and results-oriented leader that will develop and execute strategies to strengthen YGS. The AVP is responsible for providing leadership to HR Shared Services, including HRIS, HR Data & retention, Employee Relations, Total Rewards and Employee Wellness, and comprehensive HR reporting. This role oversees the administration of all employee benefits and compensation plans/programs for YGS. In addition, this role will provide leadership in developing and implementing operating models that support comprehensive employee data retention, HR reporting, ADA administration, Leave of Absence, Benefits administration, Compliance, and Reporting.

Hiring Range: $111,292-166,938/year

Responsibilities

  • Provides vision, leadership, planning, project coordination and management for the development of a cost-effective department while concurrently facilitating efficient operations to meet current and future business needs within the organization.
  • Ensures continuity and successful delivery of functional services to users throughout the organization.
  • Analyzes and directs all function-related activities within the scope of the HRIS.
  • Promotes proactive approaches using the company’s HRIS to solve business needs/problems, while also enhancing the understanding and acceptance of the HRIS capabilities.
  • Serve as subject expert to HR staff and employees about YGS operational processes, practices, and policies, specifically in the areas of compensation and benefits administration.
  • Ensure YGS compliance with all state and federal laws regarding benefits, compensation, leaves, ADA accommodations, and workers’ compensation.
  • Proactively develop communication strategies to all current and potential YGS team members for all areas of Employee Service.
  • Develop communication tools to enhance employee understanding of all Total Rewards to include compensation structures, benefit offerings, reward/recognition opportunities, and whole person health and wellness options and create annually a Total Rewards statement for every employee outlining the investments YGS has made into their employment for that year.
  • Oversee the accurate and comprehensive accounting of all employee information in HRIS, providing direction to HRIS Administration team for employee record keeping.
  • Utilize data to inform process and improvements to drive a culture consistent with YGS values
  • Lead compensation market studies and design, communicate, and implement compensation programs and resolve compensation issues and problems as required.
  • Gather and evaluate internal records and compare with related industry data and assist in analyzing the competitiveness of base pay and benefit plans on a local, regional, and national context of total compensation.
  • Using market data and internal pay ranges, review and recommend for HRVP/CEO approval compensation changes and offers for existing and prospective employees.
  • Assist with annual salary budgeting process, providing input on HR Guidance to be shared with YGS budget managers in the budget development process.
  • Act as the primary point of contact and liaison with benefit carriers, brokers, and consultants, building and maintaining relationships with provider representatives.
  • Conduct annual review of group health insurance plans, evaluate and recommend plan design changes and contribution strategies, and lead the open enrollment processes.
  • Research, evaluate, and analyze healthcare plans, proactively working with YGS leadership to design plans to meet the needs of a changing workforce.
  • Review vendor invoices, resolve disputes, and report on fees and costs.
  • Lead the benefit billing and reconciliation process.
  • Oversee the administration of the benefit programs, including medical, dental, vision, long term disability and life insurance.
  • Administer YMCA Retirement Fund plan including eligibility, billing, and account reconciliation processes.
  • Act as the primary point of contact for the Employee Assistance Program (EAP), working with leaders to deploy their support to staff members and teams as needed.
  • Build and implement a whole person health and wellness program for employees accessing current YGS supports/services and partnering with outside sources as needed.
  • Provide oversight to the administration of the Shared Leave Bank and all LOA, ADA, and Workers’ Compensation practices.
  • Conduct RFPs as required, in partnership with Finance/Procurement team.
  • Prepare and lead audits and other regulatory documentation related to compensation structures, LOA, ADA, Workers’ Compensation, and all benefits plans, including retirement. Assist with completion of EEO1, Vets100 and any related government survey compliance and reporting
  • Monitor trends of legislative and business changes for impact on total rewards, ensuring legal compliance. Ensure compliance with applicable city, state and federal regulations, including required communications, reporting, and Affordable Care Act requirements.
  • Coordinate the implementation and update of software used for compensation and salary planning processes. Ensure data integrity through regular audits and analysis.
  • Manage team’s operating budget, according to YGS budget guidelines.
  • And other duties as assigned.

This position requires the ability to occasionally lift office products and supplies, up to 20 pounds.

POSITION TYPE/EXPECTED HOURS OF WORK

This is a full-time position, and hours of work and days are Monday through Friday, 8:30 a.m. to 5:00 p.m. Occasional evening and weekend work may be required as job duties demand.

TRAVEL

Travel is primarily local during the business day, although some out-of-the-area and overnight travel may be expected.

Qualifications

  • Bachelor’s degree in human services, organizational psychology, education, business or equivalent preferred. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
  • 5-7 years of progressive HR leadership experience.
  • Knowledge of, and previous experience with, diverse populations (language, culture, race, physical ability, sexual orientation, etc.).
  • Knowledge of State and Federal employment laws.
  • Strong interpersonal/human relations skills.
  • Effective written and verbal communication skills.
  • Ability to motivate and coach individuals.
  • Ability to work independently and as part of a team.
  • Ability to organize and prioritize duties.

PREFERRED EDUCATION AND EXPERIENCE:

  • SHRM-CP/SCP, PHR/SPHR, or related/similar certifications preferred.
  • Previous experience with HRIS system preferred.
  • Ability to speak any language in addition to English.
