The Mayor’s Office of Contract Services (MOCS) is a New York City oversight and service agency that manages procurement citywide, from planning and release of agency solicitations to payment of vendors. Annually, agencies procure billions in products and services from a diverse pool of vendors that represent various industries. MOCS therefore aims to ensure that the procurement process remains fair, transparent, efficient and cost-effective.
MOCS makes it easier to do business through use of end-to-end technology tools, increases transparency by publication of enriched data and hosting public hearings, and strengthens procurement operations by providing direct assistance and resources to all stakeholders. MOCS also partners with agencies and vendors to identify areas for policy reform, resulting in ongoing process improvement to reduce administrative burdens and increase the positive impact of services on communities. The MOCS Director serves as the City Chief Procurement Officer.
MOCS team members operate in collaborative, service-oriented environment, where flexibility and ability to achieve results are valued. All managers lead teams and/or lines of service, assuming increasing levels of responsibility for the organization’s success. Managers align daily operations to the agency’s strategic priorities, engage stakeholders in planning, and drive performance using well-defined success metrics, along with effective people and project management strategies (including but not limited to the assignment of work, maintenance of performance standards, maintaining baseline staff knowledge and professional development).. All managers are expected to deliver timely and quality work products and services, participate in ongoing improvement activities, proactively deepen their knowledge of procurement and government operations. Managers must serve as principal ambassadors for the organization and are expected to handle confidential matters. promote established priorities, deescalate conflict, and proactively escalate issues along with proposed solutions. Associate Directors function as members of the agency’s senior staff, guide the agency’s overall direction, share responsibility for coordinating joint projects with peers, have significant latitude for decision-making within divisions, and contribute to initiatives of agency or citywide significance.
The Associate Director, Finance (Associate Director), operates under the executive direction of the MOCS Chief Financial Officer with wide latitude for the exercise of independent action and decision making. The Associate Director is responsible for direct oversight of Finance unit staff and stewardship of MOCS financial resources to support MOCS operations. Situated within the Finance Division, the position coordinates with the Human Resources unit in the PAR approval process and the management of consultants and temporary staff. The Associate Director works with internal executive staff and senior level staff at the Office of Management Budget, Office of the Comptroller and the Department of Citywide Administrative Services in furtherance of the office’s interests and implementing the MOCS Director’s goals.
Responsibilities include, but are not limited to:
FINANCE:
• Management of staff in the execution of budget, revenue, and accounts payables functions.
• Manage a $60M expense budget, including allocating resources to respective office divisions and
programs, ensuring appropriate financial controls are in place and adhered to and development and
submission of financial plans.
• Oversees the review of agency financial plan responses and submissions, internal new need
requests, contracts and hiring requests.
• Ensures team update and maintenance of the staffing plans and the processing of budget
modifications in FMS.
• Develops and implements the agency’s annual and five-year budget plans, directing analyses on
program use of resources and making allocation decisions with the purpose of effectively
supporting the agency priorities.
• Closely monitors agency operating funds, revenue collections, and accounts. Implements
corrections and changes to achieve annual goals and incorporate program and funding changes.
• Manages Staffing pipeline and biweekly reports
• Provides quarterly and annual financial reports on year to date spending and spending to budget
variances to senior management on Division spending and activities. Develops recommended actions
for Division financial management
• Provides timely analyses, reports and recommendations to CFO, including monthly budget vs. actual
analyses, month-end and year-end closing activities, and financial reconciliations, ensuring an
accurate statement of all business activity.
• Evaluates and advises on the impact of long-range planning, introduction of new programs and
strategies and regulatory actions.
• Advise and support all divisions and programs on matters pertaining to funding, financial grant
submissions, budget preparation and management, expenditures, reductions, and new needs.
• Direct analyses on agency condition and program efficiencies in the use of financial resources and
make managerial decisions with the purpose of enhancing efficiency and increasing productivity.
• Ensure appropriate control environment in budget development, year-end close out, expense and
revenue management and forecasting, financial audit, and accounting.
• Develop standard procedures for budget/ accounts payable unitsto adhere to city, state and
federal rules and regulations.
• Coordinate interagency and intergovernmental collaboration on major projects.
• Manage the fiscal relationship with the Office of Management and Budget (OMB), the Office of the
Comptroller and other relevant City and State agencies.
• Develop and prepare strategic budget plans, financial analysis, spending plans and variance
reports.
• Preparation of various high-level financial reports and development of recommendations to
the Chief Financial officer and executive team.
• Manage special projects and other duties as assigned.
OPERATIONS:
• Act as back up to the CFO for after-hours and weekend point of contact for building management,
emergency vendor work, and storm calls.
• Ongoing professional development to strengthen skills and increase knowledge in relevant areas of
procurement, financial planning technology, government operations, public policy and people and
change management.
• Understand issues affecting relevant stakeholder groups, including but not limited to covered city
agencies, Minority and Women-owned Business Enterprises (M/WBEs), nonprofits, etc
Manage special projects and duties as assigned.
Minimum Qual Requirements
1. Graduation from an accredited college with a baccalaureate degree; or
2. Graduation from an accredited community college plus two years of experience with administrative, analytic, coordinative, supervisory or liaison responsibilities; or
3. A four-year high school diploma or its educational equivalent plus four years of experience as described in 2 above; or
4. A satisfactory equivalent combination of education and experience.
Preferred Skills
• Prior experience in budget/financial management. Working knowledge of the City’s Financial
Management System {FMS).
• Strong analytical, interpersonal communications and problem-solving skills are a plus. Successful
candidate should be detail oriented and self-motivated. Proficiency in Excel a plus.
• Proven record of managerial and/or executive level success with relevant, progressively responsible
experience.
• Demonstrated ability to initiate and implement administrative programs and to evaluate their
effectiveness.
• Demonstrated ability to bring about strategic change, both within and outside the office to meet
organizational goals.
• Demonstrated ability to analyze and recommend policies and procedures with strategic foresight.
• Demonstrated ability to make decisions that produce high quality results by applying technical
knowledge, analyzing problems and calculating risks.
• Demonstrated ability to effectively manage human, financial, and information resources.
• Demonstrated ability to exercise judgment and discretion in establishing, applying and interpreting
departmental policies and procedures.
• Knowledge of contracts and procurement; property management, organizational and functional
analysis.
• Ability to design and implement strategies, which maximize employee potential and foster high
ethical standards in meeting the office’s goals and mission.
• Thorough knowledge of the organizational structure of City government including functions and
interrelationships of operating agencies, elected officials and administration.
• Ongoing professional development to strengthen skills and increase knowledge in relevant areas of procurement, technology, government operations, public policy and people and change management.
• Understand issues affecting relevant stakeholder groups, including but not limited to covered city agencies, Minority and Women-owned Business Enterprises (M/WBEs), nonprofits, etc.
