The Mayor’s Office of Contract Services (MOCS) is a New York City oversight and service agency that manages procurement citywide, from planning and release of agency solicitations to payment of vendors. Annually, agencies procure billions in products and services from a diverse pool of vendors that represent various industries. MOCS therefore aims to ensure that the procurement process remains fair, transparent, efficient and cost-effective.
MOCS makes it easier to do business through use of end-to-end technology tools, increases transparency by publication of enriched data and hosting public hearings, and strengthens procurement operations by providing direct assistance and resources to all stakeholders. MOCS also partners with agencies and vendors to identify areas for policy reform, resulting in ongoing process improvement to reduce administrative burdens and increase the positive impact of services on communities. The MOCS Director serves as the City Chief Procurement Officer.
MOCS team members operate in collaborative, service-oriented environment, where flexibility and ability to achieve results are valued. All managers lead teams and/or lines of service, assuming increasing levels of responsibility for the organization’s success. Managers align daily operations to the agency’s strategic priorities, engage stakeholders in planning, and drive performance using well-defined success metrics, along with effective people and project management strategies (including but not limited to the assignment of work, maintenance of performance standards, maintaining baseline staff knowledge and professional development). All managers are expected to deliver timely and quality work products and services, participate in ongoing improvement activities, proactively deepen their knowledge of procurement and government operations. Managers must serve as principal ambassadors for the organization and are expected to handle confidential matters. promote established priorities, deescalate conflict, and proactively escalate issues along with proposed solutions. Associate Directors function as members of the agency’s senior staff, guide the agency’s overall direction, share responsibility for coordinating joint projects with peers, have significant latitude for decision-making within divisions, and contribute to initiatives of agency or citywide significance.
The Associate Director of Financials, reporting to the Senior Associate Director of Financials and under the executive direction of the Deputy Director of Financials with latitude for the exercise of independent action and decision making, will be responsible for developing and implementing standard citywide fiscal business processes and supporting the technology systems that facilitate them. The Associate Director will be a lead member of a collaborative team that identifies and executes opportunities to standardize practice and elevate performance in the citywide Financial Services.
The Associate Director of Financial Services responsibilities will include, but not be limited to:
• Serve as key contributor on the Financial aspects of the City’s procurement systems. Responsible for system requirements, conceptual and detailed business design of MOCS procurement technology systems, including the Procurement and Sourcing Solutions Portal.
• Responsible for Citywide adoption of MOCS procurement technology systems, including adoption of PASSPort Financials and supporting the decommissioning of HHS Accelerator and transitioning financial functionalities into PASSPort.
• Responsible for ensuring financial business standards are implemented and applied across all agencies.
• Key contributor in Agency and vendor change management and adoption, including Change Managers support.
• Participate and generate agenda items for a professional forum for agency chief financial officers and Financials users to identify opportunities to leverage best practices, enhance technology and strengthen internal controls and standardization of business processes.
• Prepare and deliver executive level presentations, to communicate citywide project goals and facilitate strategic planning including project and staffing planning.
• Provide a high level of customer and technical support to a broad range of internal and external system users while exhibiting patience, understanding and empathy
• Evangelize for the system through constant engagement, process re-engineering and system improvements to address barriers to adoption
• Engage agencies and vendors on their reporting needs to enable organizational analysis
• Oversee daily operations of the Financial Services office
• Manage special projects as assigned
Minimum Qual Requirements
1. Graduation from an accredited college with a baccalaureate degree; or
2. Graduation from an accredited community college plus two years of experience with administrative, analytic, coordinative, supervisory or liaison responsibilities; or
3. A four-year high school diploma or its educational equivalent plus four years of experience as described in 2 above; or
4. A satisfactory equivalent combination of education and experience.
Preferred Skills
• Prior experience in fiscal operations/accounts payable/budget/financial management strongly preferred
• Experience using the City’s Financial Management System (FMS)
• Intermediate skills in Microsoft PowerPoint, Word, Excel, and Project
• Proven record in learning software quickly and experience working on Technology projects
• Ability to communicate verbally succinctly and effectively and in writing across internal and external stakeholder communities, including the presentation of data analyses
• Sound judgment and appropriate discretion when engaging with varied stakeholders, many with competing interests
• Strong relationship management skills. Ability to train and support diverse stakeholders
• Understanding of the City’s financial landscape including City Agencies, vendors, providers and other stakeholders
