POSITION SUMMARY
Oversees the procurement process which includes the competitive bidding process, award of contracts, business reviews with service providers & suppliers for the entire Eden Housing organization. In conjunction with Finance, directs the development of purchasing processes and policies for the organization and optimization of the related ERP systems.
ESSENTIAL FUNCTIONS
Foster a collaborative environment, focused on continuous improvement and operational excellence:
- Develop, implement purchasing programs, and ensure all regions maintain the programs consistently.
- Build a best-in-class supply base; cultivate and manage relationships with best-in-class suppliers.
- Lead negotiation efforts on purchase agreements and vendor contracts with a bias for achievement of quality, delivery, cost containment and process improvement.
- Develop, manage, and execute Request for Proposals (RFP); meet with potential participants, both incumbents and non-incumbents, answer RFP related questions from vendors, analyze RFP results and provide recommendation of final vendor(s).
- Serves as point of contact and relationship manager for Eden Housing and Eden’s network of vendors and suppliers.
- Create analytical tools that track participation and progress aimed at measuring the success of all purchasing programs. Reports results to Eden Housing senior leadership quarterly.
- Work closely with Property Operations teams to ensure compliance with Eden’s purchasing programs.
- In consultation with the Eden Housing teams, assess purchasing needs and group purchasing opportunities.
- Develop and implement written standards for vendors, including insurance requirements.
- Work with Eden Housing Talent Development department to develop and conduct appropriate training for all relevant Eden Teams.
- Review and stay abreast of current industry trends related to purchasing for affordable housing.
- Consistently maintains a professional courteous attitude when dealing with coworkers, vendors, and the public.
- Monitors quality of the purchasing program and service delivery by the vendors; works closely with vendors to resolve issues and concerns.
- Directly oversee all activities and personnel that support Eden’s environmental stewardship initiatives.
- Willing and able to work extended hours as necessary to meet deadlines.

REQUIRED QUALIFICATIONS
- Bachelor’s degree in business or related field, or a minimum of five years of experience in mid to senior level management of Purchasing or Supply Chain functions with demonstrated success in achieving goals.
- A minimum of seven years of progressive experience as a Purchasing or Supply Chain Manager, including bids and contracts, and vendor management.
- Affinity and desire to support women and minority owned vendors to effect meaningful change.
- General knowledge of purchasing and contracting law.
- Excellent financial and strategic planning skills.
- Effective presentation, verbal communication and written communication skills and the ability to educate all levels of the organization on supply chain process and policy.
- Proven track record meeting substantial cost reduction targets.
- Demonstrated proficiency in financial analysis and data visualization.
- Excellent computer skills, ideally with experience using Microsoft programs and ERP procure to pay systems.
- Proven success in collaborating across functional areas.
- Excellent organizational and problem-solving skills and the ability to deal with ambiguity and changing priorities.
- Proven process/project management skills with a focus on detail.
- Ability to handle multiple tasks, with keen ability to meet deadlines.
- Ability to identify and implement process improvement opportunities.

Ability to read and comprehend written instructions, short correspondence, and memos. Ability to write simple correspondence. Ability to perform these operations using units of American money and weight measurement, volume, and distance. Ability to calculate figures and amounts such as discounts, interest, commissions, perorations”, percentage, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry. Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
