Associate Director, Vendor Integrity Unit

The Mayor’s Office of Contract Services (MOCS) is a New York City oversight and service agency that manages procurement citywide, from planning and release of agency solicitations to payment of vendors. Annually, agencies procure billions in products and services from a diverse pool of vendors that represent various industries. MOCS therefore aims to ensure that the procurement process remains fair, transparent, efficient and cost-effective.

MOCS makes it easier to do business through use of end-to-end technology tools, increases transparency by publication of enriched data and hosting public hearings, and strengthens procurement operations by providing direct assistance and resources to all stakeholders. MOCS also partners with agencies and vendors to identify areas for policy reform, resulting in ongoing process improvement to reduce administrative burdens and increase the positive impact of services on communities. The MOCS Director serves as the City Chief Procurement Officer.

MOCS team members operate in collaborative, service-oriented environment, where flexibility and ability to achieve results are valued. All managers lead teams and/or lines of service, assuming increasing levels of responsibility for the organization’s success. Managers align daily operations to the agency’s strategic priorities, engage stakeholders in planning, and drive performance using well-defined success metrics, along with effective people and project management strategies (including but not limited to the assignment of work, maintenance of performance standards, maintaining baseline staff knowledge and professional development).. All managers are expected to deliver timely and quality work products and services, participate in ongoing improvement activities, proactively deepen their knowledge of procurement and government operations. Managers must serve as principal ambassadors for the organization and are expected to handle confidential matters. promote established priorities, deescalate conflict, and proactively escalate issues along with proposed solutions. Associate Directors function as members of the agency’s senior staff, guide the agency’s overall direction, share responsibility for coordinating joint projects with peers, have significant latitude for decision-making within divisions, and contribute to initiatives of agency or citywide significance.

MOCS seeks to hire an Associate Director, Vendor Integrity, to launch and oversee the operations of a new unit that will provide a suite of due diligence functions that will streamline and enhance the City’s review of contracting partners. The programs that form the backbone of Vendor Integrity are data science applications to target high risk factors, and in depth vetting when risks factors are reported. The team will also lead development of standard vendor integrity policies and develop training for agencies, and will support collaborative and intentional communications with agency leaders to solve vendor problems. As a member of the General Counsel Unit, the Associate Director will start up this work with the support of a team led by the General Counsel.

The specific responsibilities of this role include the following:
• Manage design, implementation, and operation of a Vendor Integrity Data Insight program:
o Obtain access to data sets; develop specifications for data analysis, database structure, and user interfaces, and collaborate with MOCS technical staff to ensure data insight reporting is integrated into New York City’s digital procurement platform.
o Manage the Risk Management Platform to ensure it meets the needs of ACCOs and procurement leadership by ensuring user needs are identified, defined, and prioritized, and business requirements are documented through design documents and product definition.
o Manage consultants to build user interfaces, evaluate data for analytical applications, identify generative factors, and iterate on applications until risk factors are defined with sufficient targeting to be meaningful.
• Work cross-functionally to develop and implement a vision for utilizing technology to help achieve VIU’s vision and mission:
o Evaluate applications or products and conduct market space research to evaluate available solutions. Recommend a best fit IT solution.
o Define the project schedule and budget, project team framework and scope, the milestones, and the execution strategy.
o Manage the procurement process and ensure sufficient vendor management from start to completion of project.
o Ensure adequate rollout plan and oversee deployment into production, including a support plan.
o Iterate on solutions to streamline operations and strive for continuous quality improvement.
o Conduct and manage workshops with agencies to elicit information regarding their need and requirements for existing or new systems.
o Maintain and update the project schedule on a regular basis.
o Conduct status meetings. Assure proper articulation and reporting of project status to stakeholders and executive management.
o Create presentations and conduct demos of systems/applications for projects and Stakeholders.
• Communicate clearly with key stakeholders across the City about the function and meaning of information generated by the Vendor Integrity Data Insight program.
• Manage design, implementation, and operation of Vendor Integrity risk assessment program:
o Manage team to conduct vetting and integrity research based on data reports and agency reports and manage citywide direction for the mitigation of risk to the City, including strategies for corrective action plans, certifications, and/or contract actions.
o Develop policies and protocols for risk assessment reviews including identifying when vendors are reviewed, what is the substance of the review based on the data indicator, what information is produced following the review, how the results of the review are recorded and communicated, and how review quality is assured.
o Set performance goals and standards for analysts completing risk assessment reviews (100-200 per year) to ensure reviews are conducted to assess high risk indicators generated by data insight, and ensure analysts are being managed to meet performance goals.
• Manage design, implementation, and operation of Vendor Integrity Risk Support program
o Develop policies and procedures for risk support and mitigation activities that support agency procurement staff and centralize decision making on mitigation actions, including when vendors are transferred to Vendor Integrity Risk Support, what are the actions that are on the menu of mitigation options based on the indicated risk, how decisions are made and escalated, and how information is recorded and communicated with agencies.
• Communicate clearly with key stakeholders across the City about the function and meaning of risk assessment reviews, and risk support services.
• Manage implementation and operation of Vendor Integrity compliance policy programs
o Manage team to communicate with agencies and oversights regarding vendor integrity policy, procedures, and adverse information relating to a vendor.
o Lead regular meetings of a Citywide Vendor Compliance Cabinet, in collaboration with the Mayor’s Office of Risk Management and Compliance.
o Develop policies and procedures for VIU communications to agencies regarding adverse vendor information, including recording procedures as appropriate.
o Identify priorities for vendor and agency training curricula and develop curriculum appropriate to vendor and agency needs.
o Collaborate with MOCS Learning and Development team to ensure sufficient resources and trainings are offered to vendors and agencies on vendor integrity policies and procedures.
o Identify priorities for policy development and ensure collaboration between VIU and City leadership (specifically Mayor’s Office of Risk Management and the Office of Nonprofit Services) to develop vendor integrity and agency contract management policy that results in a vendor community that is responsible to provide services with both business integrity and the capacity to fulfill the terms of the contract.
o Ensure agency change management is fully supported in the areas of vendor integrity and contract management procedures through regular communications with each agency.
• Communicate clearly with key stakeholders across the City about the functions and services available to agencies through Compliance Policy and Training.
• Provide guidance to legal, procurement, and other business stakeholders at MOCS to ensure Vendor Integrity programs are fully understood and supported in the procurement ecosystem;
• Identify, analyze, and interpret trends or patterns in data sets to create suggestions for strategic and operational improvements and changes;
• Perform other special projects, examinations and reviews as assigned

Minimum Qual Requirements

1. Graduation from an accredited college with a baccalaureate degree; or
2. Graduation from an accredited community college plus two years of experience with administrative, analytic, coordinative, supervisory or liaison responsibilities; or
3. A four-year high school diploma or its educational equivalent plus four years of experience as described in 2 above; or
4. A satisfactory equivalent combination of education and experience.

Preferred Skills
• Demonstrated professional experience in a mid- to high-level management position ensuring successful operations of programs with volume-based performance requirements;
• Demonstrated experience in policy research, city government, contracting and procurement policies and procedures, and the agencies of the City of New York;
• Experience working with legal agreements and/or graduated from an accredited law school;
• Demonstrated strong legal analytical skills, and ability to frame legal issues in ways that inform organizational decision-making;
• Familiarity with New York State and Federal regulations related to not-for-profit corporations and tax exempt organizations;
• Familiarity with City databases including FMS, PASSPort, HHS Accelerator and Checkbook;
• Understanding of data science and statistical methodologies, data management, analytical and data visualization software tools and coding languages to identify outliers, trends, and extrapolate conclusions;
• Demonstrated professional experience distilling complex material, presenting information, and making actionable recommendations;
• Ability to represent MOCS in executive forums, convey priorities and capture stakeholder feedback;
• Demonstrated professional experience developing protocols to ensure compliance with policies and maintaining government records in compliance with record retention;
• Ability to liase with administrative teams to resolve human resources, budget, or other operational matters;
• Demonstrated professional experience defining job responsibilities, screening, interviewing and training staff;
• Demonstrated professional experience supervising, coaching, and structuring ongoing professional development for individuals and teams;
• Demonstrated professional experience facilitating ongoing intra- and inter unit knowledge sharing; team-building and collaboration;
• Demonstrated professional experience convening cross-functional teams for planning or coordination activities;
• Experience with project management tools and processes including gant charts, resource allocation, task assignment, due date tracking, etc.;
• Ability to exhibit sound judgment and appropriate discretion when engaging with varied stakeholders;
• Ability to make and communicate well-informed, timely, and tough decisions in consultation with agency executives; and
• Ability to solve problems through application of technical knowledge, critical analysis, and risk assessment.
